ORGANIZATION CHART:
The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Unit Coordination and the Technical Team.

FUNCTIONS:
• Is responsible for all human resources and administrative issues of the whole mission.
• Contributes to planning and definition of Human Resources (HR), identifying the optimum team set-up to properly achieve mission’s objectives.
• Ensures implementation of all HR policies and management guidelines
• Ensures that all staff in the mission are properly managed.
• Supports and follows up teams in order to guarantee their good performance and management.
• Is responsible and supervises all human resources and administration team
• Ensures that HR needs are properly anticipated in the ECT and that vacancies are always opened on time.
• Searches and proposes options/new set up to minimize the consequences of gaps
• Identifies when people need support and guidance on people management and provide them.
• Is the technical person to whom Administration managers and administrative staff will refer to for briefing, support and follow-up with regards to administrative aspects of their work.
• Manages potential labour conflicts among team members.
• Monitors the team dynamic, composition, life and work conditions, all relevant HR issues and the general quality of Hr management on a regular basis, at capital and field level
• Advices field team in case of problems and intervenes directly in conflict solving if necessary.
• Knows labour legislation
• Is fully responsible for the administrative management of national employees and partly for the administrative management of international employees.
• Ensures that living standards for all the staff concerned in the mission.
• Ensures that administrative files of national and international employees are kept up-to-date
• Respects and promotes confidentiality in the use and filing of all personal records of the staff working or having worked in the mission.
• Defines and reviews the internal regulations and terms of contracts of all national staff.
• Ensures that all national staff is aware of their rights and obligations, benefit from them and respect them.
• Ensures generally the smooth running of the national personnel recruitment process in the mission
• Guarantees the transparency of the process, the internal (all projects) and external circulation of job advertisements and that the most proper feed back possible to applicants.
• Supports coordinators or activity managers concerned by the recruitment to prepare the interviews, and to make them , in order to ensure they are carried out smoothly.
• Checks that all recruitment procedure are properly followed up in the field
• Ensures the definition and implementation of a detailed mission induction plan for any new staff starting to work in capital or projects

REQUIRED QUALIFICATIONS:
Academic: University degree or diploma. A Master in International Cooperation and/or Humanitarian Aid is desirable.

EXPERIENCE:
The successful candidate must have at least 5 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGDO in fragile scenarios, of complex emergencies. Experience in project planning, implementation and evaluation is desirable. Team coordination experience.
