Administration and Finance Coordinator - Bangui, CAR
To strengthen its team, the Regional Office for Central Africa (CARO) is seeking a dynamic and motivated individual for the position of Administration and Finance Coordinator to be based in Bangui. The main role is to support the Country Manager in all matters relating to financial management and administration within Central African Republic.
Overall Responsibility
The Administration and Finance Coordinator is responsible for providing financial management oversight and support for the Country Office. The Administration and Finance Coordinator will ensure compliance with relevant donor regulations and procedures, laws, rules and regulations of the host country and ensure that FCA financial and administrative policies, systems, processes and procedures are implemented and developed.
Specific Responsibilities: Finance
  • Ensure that appropriate finance systems and procedures are implemented, developed and known to staff and comply with FCA’s requirements
  • Manage day-to-day accounting and book-keeping functions, ensure source documentation is adequate, filed and up-to-date
  • Implement and administer systems for internal control
  • Facilitate and co-ordinate external, internal, donor or government audits
  • Liaise and actively pursue contact with local authorities, international and national agencies, donors, or other valuable contacts in the country.
  • Prepare / assist in preparation of budgets, financial forecasts and funding requests
  • Ensure financial reports are reviewed and prepared accurately and submitted on time and meet any organisational, donor or legal requirements
  • Prepare official/ad hoc reports as required by the management or other staff, HQ, donor, Government or other stakeholders
Specific Responsibilities: Administration
  • Provide supervision, guidance and capacity development for the finance and administrative staff of the country office
  • Ensure that FCA fulfils its responsibilities as an employer in the host country
  • Ensure that local staff policies are documented, developed and implemented
  • Manage payroll
  • Take part in the recruitment of local staff
  • Take part in procurement of goods/services and ensure adherence to FCA procedures (and accounting for said transactions)
  • Ensure fixed assets register is in place and up-to-date
Qualifications:
The suitable candidate must as a minimum hold a university degree or equivalent in accounting, finance, business administration or other closely related field.
Skills, experience and abilities
  • 3-5 years’ experience in finance management for an international NGO, preferably in programs in complex emergency or post-conflict settings
  • Strong analytical skills
  • Good computers skills, proficiency in Excel. Quickbooks experience preferred
  • Comprehensive knowledge and working experience with institutional donors
  • Knowledge of English and French as working language
  • Valid driver’s license
  • Ability to work with a team in an intense environment
  • Ability to work effectively with minimum supervision
  • Ability to prioritize multiple tasks and meet deadlines
  • Extremely flexible with the ability to cope with stressful situations
The position will be filled as soon as possible. The contract duration is for 1-2 years subject to negotiation. The compensation is based on FCA Salary System and depends on prior work experience. Monthly salary includes adverse working conditions allowance.
The duty station will be Bangui, Central African Republic, with frequent travel to project areas. The position is a non-family post and accommodation is co-housing.
