Description of duties: The Real Estate Administrator will provide managerial support for : 1.Supervision Role Provide overall supervision to all staff under REA Unit and direct supervision to all his assistants: BIO, BMA, EMA, HSO, MEC, INV, MAG 2; Assist and advise the Regional Administrative and Services Officer in all Human Resources issues (Leave, PMDS, trainings, recruitments, separations, reassignments and Office allocation) in ensuring that actions are initiated and completed in due course; Supervise the contribution the REA unit in the elaboration of the RAS's workplan Provide overall coordination of all activities planned, implemented, monitored and evaluated under REA 2.Preventive maintenance Ensure that the preparation, monitoring and execution of all maintenance contracts including the following, but not limited services, are properly and timely completed: Building, Electrical and Mechanical Equipment maintenances including main buildings, workshops and staff residences, office equipment, working spaces and environment of the Regional Office; 3.Ensure that the above is achieved by: Ensuring that the preparation of updated plans of the various WHO premises and overall plan for office space arrangement and allocation of office space per unit; Ensuring that specifications, tenders, adjudications and contracts are well drafted monitored and executed and also that relevant office equipment is made available and timeously delivered to the end-user. 4.Curative maintenance Supervise major Refurbishment & Maintenance works by : Contributing in the preparation of feasibility studies; sketches, working drawings, specifications, billing of quantities and of small scale projects and also prepare tenders documents; Assisting ASO in analyzing bids and recommending Contractors to the (CRC). 5.Management of major Construction projects Assist ASO in the management of the Real Estate by: Preparing the project document of Real Estate Funds projects; cost projections and time table for feasibility studies of the said projects and tender documents; Analyzing bids and recommending Constructors to the CRC; Supervising construction works; and Enabling finished products to be efficiently used by WHO; 6.Any other duties Supervise , train and guide staff assigned to work under him/her; Supervise and coordinate the activities and formulate recommendations for the continuing improvement of subunits' performance (under his/her jurisdiction); Carry out any other duty as assigned by the first level supervisor or GMC; | |

Education: Essential: University degree in Construction, Administration, Management, Leadership, Accounting or related degrees; Desirable: Advanced degree in Construction and/or Administration; | |

Experience: Essential: Minimum of 5 years of experience in Administration or Construction, Consultancy/industry and at least four years' experience at managerial level in a national or international organization. Desirable: Experience in Construction, Administration and/or Project management | |
Languages: Excellent knowledge of French or English with a good working knowledge of the other; knowledge of Portuguese would be an asset | |
Annual salary: (Net of tax) US$56 198 at single rate US$60 205 with primary dependants | Post Adjustment: 67.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
