Base Logistics Manager

Ebola Outbreak in Sierra Leone (SL) and Liberia and GOALs Response to Date:
The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak GOAL has decided to establish a response to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.
Overall Objectives of the position:
To provide all necessary logistical support to enable field project activities to proceed with maximum efficiency while adhering to GOAL’s logistics procedures and to provide full support to the overall country team.
Key Duties:
Procurement
Managing and tracking all procurement cases for Port Loko
• Be the focal point for all procurement related communication for Port Loko.
• Coordinate communication with Freetown and Dublin for all procurement related matters and ensure that the Logs Coordinator is up to speed on all matters.
• Ensure that all procurement and administration related payments are competed in a timely manner.
• Ensure that GOAL logistics policies and procedures as outline in GOAL Logistics Manual are rigorously followed;
• Liaise with local authorities as appropriate for the benefit of GOAL.
• Liaise with GOAL logistics staff in other sites as appropriate.
Administration
• Act proactively to ensure that all compound related matters such as up keep of both staff accommodation and office premises managed efficiently.
• Manage the catering services contract.
Staff Management
• Manage a team of national staff to undertake the above functions. Staff includes, Asst. Base manager, Base Hygienist, Cleaners and Laundry persons, Plumbers and Electricians.
• Train and build capacity of local logistics staff members in best practice, GOAL logistics procedures, systems and management.
Essential Requirements:
• At least 3 years’ experience in logistics, finance, administration or related field, preferably in a field environment;
• Proven management ability to lead and motivate the team;
• Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
• Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel).
Desirable:
• Qualification in Logistics/Supply Chain Management;
• Understanding of budget development and monitoring;
• Experience in emergency operations and logistics for the support of humanitarian and recovery contexts, as well as development programmes.

Start Date:ASAP
Contract Length:6 months
Salary: €30,500 – €32,720.
