Project Summary:
Annual large and small-scale disasters and emergency situations put a strain on the capacity of the Mozambican Government to respond from National levels to all locations that require their attention. In 2013, floods displaced over 150,000 people in Gaza Province, followed by small floods and conflict-induced displacement in 2014 in various locations. Due to the strain on Government capacity at the National level to respond to all locations simultaneously, the Parliament has passed the National Disaster Management Law (awaiting Presidential endorsement), and pushed for support of decentralized mechanisms and capacity building to improve the ability for Municipal and District Level actors to respond to localized emergencies before they become national disasters.
This project will support the Government of Mozambique to improve knowledge of roles and responsibilities of subnational state actors in a disaster, including the provision of simple and clear tools for use by local government officials in emergencies to report and make decisions. The project includes the creation of a single emergency preparedness and response toolkit, including dissemination tools on the new legal framework for disaster management, and tools and guides to address the key issues of risk analysis and contingency planning, rapid assessments, and information management. The toolkit will be tested and rolled out in key districts throughout the country. Additionally, the project will provide direct support to INGC and UN HCT actors to conduct assessments using these toolkits in the field during disasters, to promote their use, and to provide the Government with improved coordination, assessments and real-time information.
Core Function:
Under the overall guidance of the National Institute for Disaster Management (INGC) National Emergency Operations Centre (CENOE), and the Programme Officer – Emergency Operations and Disaster Risk Management, the Consultant: Disaster Risk Management Expertwill be responsible for supporting the Country Office (IOM) and the National Institute for Disaster Management (INGC) in delivering a National Guide for Operations for Disaster Risk Management Actors (Before, During and After Disasters) for the USAID-funded project entitled “Improving Decentralized Emergency and Rapid Response Capacity in Mozambique.”
Specific Deliverables:
- With the support of the Country Office and INGC, assess the various manuals, guides and tools that have been created by the Government of Mozambique and its Partners (UN/NGOs/HCT) and assess the quality and capacity of each tool or manual to be integrated into a single disaster risk management operations manual.
- Lead a two-day inception workshop with key INGC Directors, technical officers, and Government-selected UN and NGO partners to present findings concerning existing manuals and tools; Establish the content (outline) of the final Manual to be created in coordination with the Government.
- Coordinate with INGC to develop a multi-module Guide and Toolkit on the Coordination Mechanisms, Roles and Responsibilities, Contingency Planning, and Information Management required at national and subnational levels (e.g. Districts and Municipalities; Local Disaster Management Committees), before, during and after an emergency.
- Circulate draft sections as needed to receive immediate feedback from key INGC and UN/NGO partners for the contents and details of the sections of the Manual.
- Lead a 3-day workshop to assess the manual with the same participants that supported the inception work to receive feedback and approval for the manual.
- In coordination with IOM staff, INGC and design consultants, finalize the manual design as a formal Guide to be printed.
- Assist in the technical verification of training packages to be developed based on the single manual designed by the consultant which will include the following elements – Guide, Tools, Training Sessions – in coordination with INGC and IOM.

Desirable Qualifications and Experience
a) At least Graduate University education level in International Relations, International Development, Political Science, Social Science, Management, or an equivalent combination of training and experience;
b) At least 15 years of experience managing humanitarian response operations worldwide, including development of management and operational manuals, guides and tools for International Organizations and/or National Civil Protection or Disaster Management Organizations; ideally experience in both areas of work.
c) Proven knowledge of humanitarian operations technical areas, in particular Contingency Planning, Risk Assessments, Rapid Assessments, International and National Roles and Responsibilities, Information Management and Systems, Radio and Communications.
d) Advanced computer literacy, including internet and MS Office; Experience using cloud-based platforms (e.g. Dropbox, etc.).
Languages
Candidates must be fluent in Portuguese with a high level of Proficiency in English.
