Position Summary
IREX seeks a Finance and Grants Manager for the USAID-funded Egypt Higher Education Partnerships Program. The program seeks to strengthen Egyptian higher education institutions and enhance their ability to develop a globally competitive Egyptian workforce by supporting 15 to 20 partnerships between universities, technical colleges, and the private sector in Egypt and the United States, and to provide technical assistance to the Egyptian public higher education system. The Finance and Grants Manager will provide overall technical and administrative leadership over the project finances and grant-making activities.
The position is contingent on funding.
Duties & Responsibilities
- Assure that the program meets all IREX, USAID and host country requirements relative to USAID funds accountability and operations within the region
- Track and analyze all costs incurred under the contract
- Maintain financial records for all program activities, including tuition and other costs for degree programs, short-term technical training, etc.
- Set up the program's grants manuals, policies, procedures, performance score cards and reporting systems and requirements that are compliant with USAID grants management regulations
- Communicate regularly with a wide range of sub grantees, providing monitoring and coaching
- Negotiate agreements with sub-grantees and subcontractors, and provide financial managing and monitoring of agreements
- Provide financial support to grantees
- Monitor grantees and provide required reporting
- Ensure full compliance with all USAID and IREX regulations, as well as those of the Government of Egypt
- Ensure that appropriate financial record-keeping policies and practices are established and maintained
- Monitor project budgets and provide required reporting
- Coordinate with IREX Finance team in Egypt and at the home office
Qualifications
- Graduate degree in Finance, Business Administration, Management, or Accounting from an accredited university
- At least 7 years' experience in financial management, grants management, and/or project administration, preferably with USAID programs similar in scope or size
- Demonstrated experience in disbursing and managing complex, large and small grants, coordinating and building capacity among partner organizations, and tracking project performance
- Demonstrated ability to serve as a mentor for grantees and to monitor grantee performance
- Ability to compile and prepare financial and budget data in line with USG rules and regulations
- Familiarity with US government grant rules and regulations
- Experience analyzing budget trends and monitoring funding levels across multiple accounts
- Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets
- Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements
- Excellent computer skills as they relate to financial management
- Excellent interpersonal and team work skills
- Ability to communicate professionally and provide written reporting in English required; Proficiency in Arabic preferred
