Health Specialist

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly known as the World Bank, which is organized into six client-facing Regional Vice-Presidencies, several corporate functions, and – as of July 1, 2014 – has introduced fourteen Global Practices (GPs) as well as five Cross-Cutting Solution Areas (CCSAs) to bring best-in-class knowledge and solutions to regional and country clients.
THE HEALTH, NUTRITION AND POPULATION (HNP) GLOBAL PRACTICE
The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers from undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice undertakes a wide array of analytical and advisory services, engages in strategic partnerships with partner institutions, and manages an active lending portfolio with client countries.   The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector.
Duties and Accountabilities:


We are seeking to recruit a Health Specialist to contribute or lead cross-sectoral lending, analytical and policy work program with a focus on universal health coverage, maternal and child health, non-communicable diseases, primary health care and health system governance.
In particular, the Health Specialist will take major responsibilities in the following key tasks, among possibly others:
•             Lending operations: to participate in, contribute or lead tasks related to all stages of the project cycle, including identification, preparation, appraisal, negotiations, board approval, supervision, and the preparation of implementation completion reports (ICRs). This includes participating in missions and the preparation of project documents (coordination and inputs).
•             Technical assistance and analytical work which may involve providing sound policy and strategic advice to clients, and leading and/or contributing to major components of sector or country reports, briefs and events.
•             Collaboration and Partnership. This involves: (i) communicating with counterparts and donors; and (ii) building and maintaining relations with other global practices to enhance inter-sectoral collaboration where relevant, and liaising with relevant units within the International Finance Corporation (IFC).

Desired Skills and Experience

1.            MA/MS in a relevant discipline (e.g. economics, health and social sciences);
2.            Minimum of 5 years of relevant experience;
3.            Experience in the HNP sectors, in particular in the areas of health financing/insurance, health services (PHC, inpatient care), health system governance; health financing; service delivery; governance and the private sector; public health; nutrition; population dynamics and demography;
4.            Knowledge and experience in working on other related practices would be an additional desirable asset;
5.            Excellent written and oral communications skills in both English and Arabic, with proficiency in French as an additional highly desirable asset;
6.            Outstanding negotiation, coordination and client-management skills;
7.            Ability to work with high degree of independence, in a team environment, and in consultation with more senior staff;
8.            Demonstrated ability in time management, with an ability to prioritize and manage time efficiently, handle multiple tasks effectively and meet deadlines; and
9.            Willingness and ability to travel extensively to Yemen and in the region.
