Background: The purpose of the upcoming program is to improve the workforce readiness skills of Tunisian youth by support the establishment and/or strengthening of university-based career development centers. Key program components include soft skills development, civic engagement, leadership and small grants. The project will develop and/or strengthen Career Centers based on and participating adapting tools from World Learning’s existing model, and work with Tunisian youth with disabilities, university students, universities, and Tunisian civil society organizations (CSOs) to provide youth and students the skills and experience needed to constructively address social problems within their communities. The Monitoring and Evaluation Specialist will be responsible for developing and managing M&E systems and processes.
Reports to: Tunisia Program Coordinator
Location: Tunis, Tunisia with frequent travel to multiple project sites
Specific Responsibilities:
· Develop and Maintain the Project Monitoring and Evaluation Plan (MEP)
· Work with the Program Coordinator, discuss with donor what indicators will be tracked
· Work with Project Team establish performance targets against indicators
· Ensure that the MEP and related documents and instruments are properly kept in hard and soft copy, and that files are kept up-to-date
· Manage the Data Collection and Analysis Process
· Develop systems and mechanisms for collecting project data on the MEP indicators
· Develop and train users on data collection forms, instruments and tools
· Ensure that data comes in a timely manner and is accurately recorded (manually/electronically)
· Provide project management with regular updates and reports on data and analysis of that data
· Assist in the preparation of regular reports to the donor (quarterly, semi-annual, annual, etc)
· Ensure data quality and that data has been accurately collected, recorded, input and stored
· Conduct routine spot checks to ensure data has been accurately collected from stakeholders
· Build Capacity of Staff and Partners through training and technical assistance in monitoring and evaluation systems, use of tools and instruments to collect data
Qualifications:
· University degree from an accredited institution in a field that requires the collection, analysis, interpretation and reporting of quantitative and qualitative data
· At least 5 years’ experience in monitoring and evaluation, preferably with US Government-funded programs
· Experience with Microsoft Office products, especially Outlook, Word, Excel and PowerPoint
· Experience in survey design, data cleaning, analysis, interpretation and reporting
· Excellent written and verbal communications skills in English
· Knowledge of USAID reporting procedures recommended
