OBJECTIVES OF THE PROGRAMME :
The objectives of the health systems and services development is to contribute to the improvement of country capabilities:
In the design, implementation, monitoring and evaluation of national health policies,
In the design of health sector strategies, support in the implementation, monitoring and evaluation,
Of development of human resources for health polices, strategies, and plans, its implementation, monitoring and evaluation,
Of assessing, designing, implementation and monitoring and evaluation of country health information systems, including HMIS and health research systems,
And to establish a WCO focal point for health systems and services, heath information evidence and research and Human Resources for health.
Description of duties:
Under the overall supervision of the WHO Representative and liaising with the regional/ICST focal points of HSP, HRH and IER, the incumbent performs the following duties :-

Participates in the development, implementation, monitoring and evaluation of heath sector polices, health sector development plans and programs
Collaborates with the give support and guidance to the organization and operational of the health systems with particular emphasis to district health systems.
Contributes to the development and application of health sector reform programs
Provides support in the national HRH needs assessment, development of polices and strategies, their implementation, monitoring and evaluation.
Contributes to the national health information System assessment, and health research systems assessment, design and implementation of plans.
Performs any other duties as assigned by the supervisors.
REQUIRED QUALIFICATIONS
Education:
Essential:-

Medical Degree from recognized university

Desirable:-

- Experience in public health, management, research, training and service delivery
- Public health training at MPH level.
Skills: 
Possess knowledge and skills in the area of organization and management, including situation assessment, planning, organizing, monitoring and evaluation of health services and HRH.
Posses the knowledge and skills of project design and evaluation.
Ability to conduct, review and evaluate health research and research reports.
Ability to design, organize and conduct trainings,
Knowledge of national, regional and international polices and strategies in health sector with emphasis to health services, HRH and HIS.

OTHER SKILLS:

Ability to use Word, Excel and PowerPoint.

Experience:
Essential:-

- 5 Years of work experience on health systems strengthening, human resources for health, health information system design, and implementation and evaluation oat national levels.
- Experience in managing public health services management at various levels.
- Experience of work with and at the national level.
Languages:
Excellent knowledge of written and spoken English, and fluency in the working language of the Country
Additional Information:
Annual remuneration: USD 19,331 Payable in ETB
