OBJECTIVES OF THE PROGRAMME : The current Ebola Virus Disease (EVD) outbreak began in Guinea in December 2013 and now involves intense transmission in Guinea, Liberia, and Sierra Leone. On Friday 25th July 2014 the Director-General (DG) of the World Health Organization (WHO) declared the Ebola outbreak to be a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (2005), and grading the outbreak to Grade 3 in line with the WHO Emergency Response Framework (ERF). There is heightened concern about the risk of Ebola spreading to other countries. Within this framework, a WHO Ebola Response team is dedicated exclusively to coordinate international response, and mobilise international technical assistance from WHO, the Global Outbreak Alert and Response Network (GOARN) and other partners and stakeholders to provide direct support for national outbreak response activities and in the field. | |
Description of duties: Under the supervision of the WHO Country Representative, and in cross-cutting coordination with the teams of information management, response monitoring, epidemiological surveillance, resource mobilization, the incumbent will perform the following duties: - Coordinate a network of WHO response monitoring officers working in affected districts; - Ensure national compilation of the essential monitoring information gathered for the following interventions: * Case management (Ebola treatment, Community; Care Centres, triage facilities and other facilities); * Case confirmation (laboratory management and surveillance); * Contact tracing (identification of new cases and chains of transmission); * Preparedness in non-affected districts; and, * Other indicators related to the health response (safe burials, social mobilization, training) as needed, - Coordinate the weekly reporting process and ensure that the weekly reporting package (response monitoring indicators and weekly internal situation report) is submitted on time to WHO HQ and UNMEER HQ (reporting deadline: every Tuesdays at noon); - Support the WHO Representative for the production of situation reports; - Ensure supervision of response monitoring related activities at the district level through regular field supervision visits; - Contribute to the production of key information products (WHO Situation Reports, etc.); - Work closely with implementing organizations to ensure coherence in monitoring activities; - Work as a team with UNMEER, IMO for the production of UNMEER response monitoring products (KPIs, dashboards, reports, etc.); - Work closely with local government, as appropriate, to ensure coherency in the UNMEER's strategy vis-a-vis the governments. Be a resource person for the interaction between UNMEER, WHO and the National Ebola Response Coordination (NERC) regarding KPIs, monitoring of Ebola-related activities as well as potential other information needs (dashboards, reports, etc.); - Attend coordination meetings in the field and report back any key monitoring and reporting issues and/or updates; - Provide weekly, monthly, and ad-hoc reports as needed/requested; - Other duties as required. | |
