UNCDF is the UN's capital investment agency for the world's 48 least developed countries. Local Development
- Municipal management.
- Institutional Development and Planning.
- Sector Decentralization.
- Fiscal Decentralization.
- Public Expenditure Management.
- Local Infrastructure and Service Delivery.
- Natural Resource Management, Environment.
- Local Economic Development.
Microfinance
- MFIs and Financial Service Providers (investment analysis and technical assistance).
- Financial infrastructure (Audit, Rating, Payment systems).
- Inclusive Finance, Policy, Regulation, Supervision and Legal Framework.
- Branchless banking.
- Thematic areas (Savings, Youth, Clean Energy, VSLA/Savings Groups).
- Country diagnostics, including post conflict/crisis countries.
Evaluation
- Understanding of relevant evaluation approaches and methodologies.
- Proven experience of having led / participated in independent evaluation exercises.
- Relevant professional experience in either of the two practice areas of local development and inclusive finance in developing countries.

After the evaluation process (see details below), candidates with the required skills and experience will be invited by email to join the roster, completing their expertise profile and uploading the CV in an online in order to be considered by UNCDF for short-term assignments. Only once their profiles has been successfully registered, candidates will be considered for an assignment. Inclusion in the Roster does not guarantee job opportunities with UNCDF.
Evaluation process
Minimum requirements
- Education (Master’s degree is a minimum requirement)
- Relevant professional experience (5 years of experience minimum requirement)
- Proficiency in English or French (minimum requirement)
Evaluation Criteria
- Education; 20/100 points (15 points allocated for Masters or equivalent degree + 5 points for PHD or equivalent degree).
- Relevant professional experience 60/100 points (5 years minimum = 30 points + 5 points for each additional year up to a maximum total of 30 additional points).
- Prior work experience with UNCDF/UN Agencies 10/100 points
- Knowledge of English or French: 5/100 points
- Knowledge of additional relevant languages: 5 points
Each Expert listed in the Roster will be categorized into 1 of 2 possible categories/bands. The criterion for classification of the Experts is the following;
- Junior Band 1; Minimum 5 years relevant professional experience (equivalent to P2/P4 level) compliant with all 3 minimum requirements
- Expert Band 2; Minimum 9 years relevant professional experience (equivalent to P5 and above)
After the conclusion of the evaluation process the accepted CVs will be archived in the UNCDF Intranet for future references and the candidates will be invited to become part of the UNCDF Expert’s roster.
