OBJECTIVES OF THE PROGRAMME : The objectives of the Human Resources Management Unit are to carry out in an efficient and timely manner, all human resources activities for the WHO Regional Office for Africa and 47 countries in the African region, including position classification, recruitment, contract administration, policy formulation and staff development and to provide advice on personnel matters to senior management and approximately 2700 fixed and short term staff members in the region | |
Description of duties: Under the direct supervision of the Regional Human Resources Manager RHRM) and in coordination with the Office of the GMC, the incumbent responsibilities include but are not limited to: Provide newly arrived staff members with orientation to the area as part of the induction process, including an introduction to the local culture, and specifically providing information on schools, medical facilities and welfare/recreational activities available in Brazzaville and in the country, e.g. recommended gym/sports facilities, restaurants, supermarkets, etc. Act as principal liaison between incoming staff members, the Administrative Support Unit (ASU) and vetted rental agents; cataloguing and identifying suitable accommodation; maintaining database of available housing properties; Identify available leisure activities and facilities in order to encourage staff members in healthy use of discretionary time; Organize welfare outings within the regional area, facilitating staff participation in such outings, organizing inter-agency activities, sporting events, etc. Establish information resource center; arranging book/magazine/CD/Video loans; providing pamphlets, leaflets, etc. on related welfare activities, e.g. on short tours and holidays in and near regional office area, etc.; Produce monthly calendar of social events and local cultural activities in consultation with other UN agencies in Brazzaville, embassies, local government bodies, etc.; Perform any other duties as may be required. | |
REQUIRED QUALIFICATIONS | |
Education: Bachelor degree in Sociology, Counseling Services, Social Science or related field. | |
Skills: Professionalism: Strong related background and working experience in a multi-cultural environment, especially in initiating and encouraging participation in welfare/social activities; Judgment & Decision - making: Discretion and sound judgment in dealing with sensitive issues; Planning & Organisation: Demonstrated planning and organizational skills; ability to handle multiple concurrent projects/activities; Leadership: Strong negotiating skills and ability to influence others to reach agreement; ability to supervise, coach, mentor and develop staff; Technological Awareness: Fully proficient computer skills and use of relevant software and other applications; Communication: Highly developed communication skills (spoken, written); Team work: Excellent interpersonal skills and ability to establish and maintain effective working relations, with sensitivity and respect for diversity in a multi-cultural, multi-ethnic environment. | |
Experience: 3-5 years of progressively responsible related experience, or a relevant combination of education and experience in a closely related field. Knowledge of the local environment a distinct asset. | |
Languages: Fluency in French or English, and good working knowledge of the other is required. Knowledge of Portuguese and/or another UN official language is an asset. | |
