To deliver this, we are seeking to recruit someone who will lead our Business Support team ( HR,Admin, IT, Logistics & Finance) in Rwanda.
The Business Support Lead will provide leadership to the various business support functions in Rwanda country program and ensure the most efficient and effective possible business support to the programme and advice to the country management team. He/she will ensure all business support functions operate in an effective manner, complying with all Oxfam requirements and procedures. The person will manage Finance, Logistics, IT and Human resource functional units and ensure that all relevant Oxfam procedures are adhered to in the respective functions as well as leading and providing support to the Country Director on risk management, systems and compliance.
The person will provide direction on financial management, policies and procedures, ensuring that the programme is informed of all developments in financial policies laid down by Executing Affiliate, Region and Oxfam International or the Country Programme. He/She will also liaise with the Programme Leads to ensure that all donor reporting requirements are met, including proposals, budgets and donor reporting liaising as required.
As a team Lead for Human Resource and Operations, the person will manage and co-ordinate with the HR & Admin. Officer on strategy ensuring an appropriate level of collaboration, and compliance with minimum standards in recruitment, induction, staff development, compensation and benefits, succession plans, staff health & safety and security. He/she will provide leadership in policy update and adaptation relating to staff benefits and ensure continuous follow up to Logistics processes and day-to-day operations ensuring compliance with minimum standards and policies.
To be successful for this post, you will have a degree in finance, administration, accounting or equivalent and/or MBA and/or relevant professional qualification in Accounting and proven experience in strategic financial, human resources, IS, and logistics management as well as experience in maximising resource utilisation and significant experience in managing Business Support functions.
