OBJECTIVES OF THE PROGRAMME : 1. Provide technical support and guidance to Divisions at the Regional Office, Inter country Support Teams and WHO country Office in strategic and operational planning processes; 2.Facilitate the preparation of the regional Programme Budget allocations by Budget Centres and source of financing; 3.Manage the Regional Budget in the General Ledger; 4. Support performance monitoring and assessment through Semi Annual Monitoring (SAM), Midterm Review( MTR), End of Biennium Assessment (EOB), and contribute to programmatic and thematic evaluation at the regional, inter-country and country level; 5. Provide support to WHO/AFRO regional, Inter-country and country programmes for efficient activity and budget implementation. | |
Description of duties: The incumbent will perform the following duties: In relation with the Specialist support functions: (i) Contribute to the development and revision of MTSP (SO, OWERs); (ii) Facilitate the development of the programme budget and costing of OWERs; (iii) Facilitate allocation of the programme budget; (iv) Facilitate the development of operation plan; (v) Control and approve work plans and Human Resources plans in GSM; (vi) Control and manage work plan revisions( technically and financially) in GSM; (vii) Facilitate performance assessment and reporting; In relation with the PBM Work plan functions: (i) Develop operational plans; (ii) Control and manage work plan revisions (technically and financially); (iii) Coordinate work plan implementation; (iv) Monitor and assess performance; In relation with the Regional Manager Organs: (i) Ensure the Secretariat of the Monitoring and Evaluation Committee; (ii) Participate in MDC, PSC, RC, RPM; undertake any other duties as assigned by the supervisors. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Post-graduate degree in public health (health system management/ administration, health services/ programmes administration, and health system analysis). Desirable: A degree with specialization in planning, organizational development, social, economic or political sciences. | |
Skills: Sound knowledge of management principles, practices and techniques; Good analytical skill; Maturity of judgement, tact, integrity and discretion; Teaching skill; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds. Experience: At least 10 years' experience in management/ administration of national and monitoring, as well as experience at the regional or country level would be an asset. | |
Languages: Excellent knowledge of English or French, with a working knowledge of the other language, knowledge of Portuguese would be an asset. | |
Annual salary: (Net of tax) US$ 96 540 at single rate 1US$ 104 444 with primary dependants | Post Adjustment: 67.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
