Overall Responsibilities
The Director of Health Financing (HF) and Results-based Financing (RBF) will have primary responsibility for the planning, oversight, and coordination of all project activities supporting the health financing and the roll-out of RBF mechanisms in Gabon. S/he will also act as the general technical resource on health financing. Specific areas of focus will include: Strategy and Policy Development, Technical Assistance and Oversight, health insurance and costing, RBF Monitoring, Capacity Building of MOH and implementing partners, and representation to stakeholders. S/he will coordinate project activities with other initiatives providing or improving health services, and will work with other donors to ensure efficient resource use. S/he will supervise the Principal Technical Advisor for Results-based Financing.
Specific Responsibilities
- Oversee the design, development, and implementation of HF/RBF policies, procedures and activities in Gabon.
- Lead the development and documentation of effective tools and approaches for HF/RBF activities, and maintain an inventory of successful strategies and approaches.
- Oversee the work of the technical leadership staff, as delegated. Ensure that the work of each technical area is coordinated at all levels. Ensure that technical work-plans are linked so that the monitoring and evaluation plans are integrated.
- Work with M&E staff and team to define specific, quantifiable performance indicators and targets for programs and reporting Performance. Work with the Monitoring and Evaluation Director to assess activity progress to ensure that the project maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks.
- With the Deputy director general of health services, adapt and implement management systems with standard operating procedures to administer all activities funded by the contract.
- In partnership with the project leadership, meet regularly with stakeholders at the MOH to share progress, accomplishments, and challenges.
- Act as the main point of contact for all subcontractors and oversee their performance.
- Supervise staff as assigned. Supervisory responsibilities include, but are not limited to, regularly meeting with supervisees to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing, and ensuring adherence to MSH policies, guidelines, and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
- In collaboration with other team members, support training and capacity-building for health service providers and MOH staff and design appropriate performance follow up to manage and implement successful HF and RBF programs and collaborate in the development of training curricula and strategies.
- Document and share lessons learned in the area of HF/RBF in the format of project reports, publications and presentations at all levels.
Qualifications
- Doctoral or Master’s Degree in a health systems-related discipline, such as public health, public policy, economics, business, or political science.
- Minimum 10 years of experience in implementing or managing projects related health financing, health governance, operations and capacity building in/for developing countries.
- Demonstrated leadership qualities, broad technical and management expertise, and experience.
- Strong interpersonal, writing, and oral presentation skills.
- Significant experience living and working in a developing country.
- Fluency in French is required (English is desirable).
- Willingness to travel domestically.
