Fund and Structuring Officers
The EIB Group has been a key partner in unlocking liquidity for European investment projects since the onset of the crisis, providing more than EUR 500bn since 2007. This partnership is set to continue and we are therefore launching a series of preliminary campaigns to identify qualified and highly motivated professionals, keen to join us and to make their contribution to the European recovery.
The term of this contract will be 3 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.
Purpose
Fund and Structuring Officers, set-up and (co-)manage Fund of Fund (FoFs) operations, closely cooperating with the relevant EIB services, and conducting a variety of tasks in support of Financial Instrument (FI) operations, according to their Division’s business plan.
Post specific environment
Based on, among others, the EU Regulation No 1303/2013 of the European Parliament and of the Council and other EU regulations, the EIB is creating and implementing financial instruments (FIs) - including when organised by FoFs - by means of the European Structural and Investment Funds (ESIF). These may include credit enhancement structures, subordinated debt and quasi equity products, risk sharing facilities, and other non-standard operations as well as direct or indirect equity investments. FIs are then used to support economically viable projects which promote EU policy objectives, possibly in combination with technical support, advisory services, guarantee schemes and interest rate subsidies.
Responsibilities
Preparation of Operations
- Set-up and (co-)manage the activities of the Funds of Funds as well as the development of financial operations involving the utilisation of ESIF and/or other European/national public resources, in particular:
- Performing market analysis relevant for FIs operations in the Region
- Developing and maintaining contacts with Managing Authorities with regards to ESIF in the respective Member State(s)
- Assisting in organising FI operations in accordance with the business plan, and updating the business plan, as necessary
- Provide fund and structuring services to Managing Authorities for establishing FIs
- Task and supervise external consultants
- Develop cooperation with local partners, such as banks, research institutes, Ministries, Managing Authorities etc.
- Work in close cooperation with the other EIB services involved in municipal finance and/or energy efficiency and/or project finance operations
- Respond to relevant requests from Member States for assistance.
Monitoring
- Management of the day-to-day activities of the respective FoF
- Monitoring of Operations, with the support of the reporting support staff of the competent EIB division
- Conduct necessary reporting on the progress of various Operations
- Contribute to the reporting requirements of EIB towards the respective Managing Authority and the European Commission.
Qualifications
- University degree, preferably in Finance, Economics, Law or a related subject
- A minimum of 3 to 5 years of relevant professional experience in the financial sector or in relevant areas of domestic public administration, with hands-on experience of related structures/products, and preferably with direct experience in the implementation of FIs and/or municipal finance
- Demonstrable experience in structural funds / ESIF programmes
- Experience of marketing to public sector as well as private partners
- First-hand knowledge of specific markets and/or regions would be an advantage
- Good institutional knowledge of regional development issues and policies, at national and/or EU level.
- Knowledge of legal and financial issues in urban regeneration development financing would also be desirable, including State aid
- Understanding of the EIB’s mission and activities as well as its policy and operating context
- Excellent knowledge of MS Office Tools (Word, Excel, PowerPoint)
- Very good knowledge of English and/or French and a good command of the other (*)
- In-depth knowledge of specific local markets, and fluency in other EU languages, may be a requirement, depending on the countries of operation of the Division recruiting

(*) There may be certain flexibility on this requirement for particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
