| OBJECTIVES OF THE PROGRAMME : Assist WHO Member States in EMR to develop and sustain appropriate, efficient and safe national blood systems. Assist in the harmonization of national and international efforts to ensure safe blood products through planning, collaboration, coordination and implementation of WHO technical and operational support to national blood programmes. Assist in the promotion of national blood programmes with appropriate government commitment and support for blood safety, collaboration with international and national organizations responsible for blood transfusion safety. | |
| Description of duties: Purpose of the Post: To provide policy and technical guidance to Member States and institutions in the area of strengthening the blood transfusion services for improving access to safe and quality blood and blood products in the Eastern Mediterranean Region. Organizational Context: Under the direct supervision of Regional Adviser, Public Health Laboratory (PHL) and general guidance of the Director, Department of Communicable Disease Prevention and Control (DCD), the incumbent will work as team member of the Public Health Laboratory (PHL) Unit in Health Security and Regulation Cluster of the Department of Communicable Disease Prevention and Control (DCD). Incumbent will provide technical advice in the area of his/her responsibility. He/she will work closely with WHO associated Programmes and Member States and will be responsible for taking decisions in consultation with Regional Advisor, Public Health Laboratories. Summary of Assigned Duties: The incumbent will perform the following duties: 1 - Provide technical expertise and support the strengthening of national systems for universal access to safe blood and blood products and self-sufficiency based on voluntary non-remunerated donation through needs assessment, advocacy, capacity-building and technical support as per WHO recommendations. 2 - Provide technical guidance in planning, designing and developing WHO strategies, norms, standards, recommendations, guidelines, tools and materials to support Member States in the region for the safety and availability of blood and blood products. 3 - Provide guidance to the Member States and WHO country offices in strengthening of capacity in estimation of blood needs; formulation of national policies and plans; developing legislative and regulatory mechanisms for blood transfusion services; voluntary non-remunerated donation, blood component production, quality management, blood cold chain, testing donations for transfusion transmissible infections and blood group serology, clinical use of blood and safe administration. 4 - Provide technical expertise for the establishment and development of regional External Quality Assessment (EQA) schemes and national EQA schemes in transfusion transmissible infection and blood group serology in the Member States in the region. 5 - Collaborate with WHO-HQ, in collection, validation, analysis and reporting on the Global Database on Blood Safety for Member States in the region. | |
| REQUIRED QUALIFICATIONS | |
| Education: Essential: University degree in Medicine and Master's Degree in Public Health and degree or diploma in transfusion medicine. Desirable: Degree or Diploma in hematology or pathology or immunology. | |

| Experience: Essential: At least seven years of relevant experience combined at the national and international levels in the organization and management of blood transfusion systems. Desirable: Fund raising proposal and reports writing, experience n teaching in transfusion medicine/science. Work experience in development of training and educational programmes in Blood Transfusion. | |
| Languages: Excellent knowledge of English. Knowledge of Arabic and/or French an asset. | |
