Program Overview
Pathfinder is implementing in West Africa several projects funded by the private sector focused on sexual and reproductive health of adolescents and young people in Guinea, Burkina Faso and Niger. We plan to start new private funding on projects in Niger in order to improve access to family planning services, focusing on adolescents.
Position Purpose
The Performance Management Specialist will devote 100% time to the Family Planning Division of the Ministry of Health to provide support and technical assistance in the implementation of the national family planning plan. He/she will provide technical guidance on capacity development, management performance and achievements of the project; as well as collection, analysis and use of project data in the monitoring and evaluation system.
Key Responsibilities
The Performance Management Specialist, in collaboration with the Project Director, will strengthen the capacity of the FP/ DSME division in the management and implementation of the project, monitoring progress towards achieving the project objectives as well as the efficient implementation of the National Family Planning plan. More specifically he/she will be responsible to:
- Support the organization of the national working group meetings to review and monitor the progress of the implementation of the national FP plan and lessons learned.
- Develop tools for building capacity for effective performance monitoring, management, evaluation and use of data for decision making.
- Develop and implement relevant elements of the project work plan.
- Propose and implement interventions to strengthen institutional capacity building for M & E and performance management.
· Promote a culture of the use of data for improvement of performance throughout the project.
Required Qualifications and Experience
Master's degree in public health, demography, population, social sciences or related field
· 5 years or more experience in monitoring and evaluation, performance management, preferably with projects focusing on sexual and reproductive health and youth
· Knowledge and experience in the implementation of the monitoring plans - evaluation and familiarity with data collection and analysis systems of the Ministry of Public Health
· Ability to organize training sessions for capacity building and the use and management of data
· Technical knowledge about the challenges in the areas of contraception, gender, sexual and reproductive health of adolescents and youth.
· Ability to lead, motivate and advise staff at all levels and create a good team working environment
· Experience working in complex programs involving short deadlines, multi-task, in coordination with multiple partners to achieve results
· Excellent diplomatic approach and good interpersonal communication
· Strong proficiency in oral and written English and French
· Experience working with international NGOs
· Strong computer knowledge including Microsoft Office, Word, Excel, PowerPoint and Outlook
