Programme Representative - Response and Resilience Team (RRT)

Salary: 34,782 - 47,088 GBP per annum net plus benefits (net salary means that Oxfam GB will meet the tax and social security liabilities of post-holder in addition to net salary)

Oxfam works with others to overcome poverty and suffering. Oxfam GB is recruiting two Programme Representatives to join our Response and Resilience Team. One is a permanent role and the other a fixed term role for 18 months.
The Response and Resilience Team helps Oxfam GB to respond effectively and rapidly to major emergencies anywhere in the world, and enable communities to become more resilient to future shocks and stresses.
This is an opportunity to lead and manage large scale and regional emergency response operations, or country programmes, to meet humanitarian needs. The post holder will be expected to manage all aspects of programming from emergency programme design and implementation to high-level policy and representation work. The post holder must be able to demonstrate an understanding of development issues and an ability to develop long-term strategic programme plans. Post holder will also be expected to cover key vacant posts at country director / deputy regional director level.
Typically, the post holder will be responsible for:
· A budget above 10 Mil GBP
· A programme that directly assists more than 1 Mill people
· A matrix managed team of more than 200 staff
We are looking for people with:
· Extensive experience of managing large-scale emergency responses in complex environments, including regional operations.
· An in-depth understanding of relevant humanitarian principles and policies, and a broad knowledge of challenges related to the international humanitarian system.
· A comprehensive knowledge of development and policy work with a mature understanding of relevant issues, derived from substantial field experience at a senior level.
· High level interpersonal and communications skills, along with experience of relating with and influencing government officials, donors and other organisations, and experience of advocacy work.
· Excellent and proven people management skills, along with a good understanding of team development, particularly in dynamic and changing contexts and over distance.
· Proven financial management skills, and experience of managing compliance in large-scale, complex programmes
· A thorough understanding of, and an active commitment to, promoting gender equity issues and the interests of marginalised people.
· Fluency in spoken and written English; the ability to work in French, Spanish or Arabic is highly desirable.
