SUMMARY OF ROLE
The Project Director will provide overall leadership and technical excellence for the sustainable implementation and scale up of an innovative Informed Push Model (IPM) for managing family planning logistics in Senegal. The project's technical support will strengthen the Government of Senegal's supply chains for contraceptives, including forecasting, procurement, distribution, management information systems, quality assurance, storage and infrastructure, and medical waste disposal with a focus at the health center level. The director will provide program management, financial oversight, and ensure timely implementation and reporting for this project. S/he will assume day-to-day technical and managerial responsibilities, working closely with the Senegal Ministry of Health (MOH), donors and implementing operators, and other stakeholders. The Project Manager will supervise the senior technical and operations project staff. S/he will report to the IntraHealth Senegal Country Director.
ESSENTIAL FUNCTIONS
  • Ensure that the project delivers results and safeguard overall performance, including management and oversight of technical, operational, and administrative staff.
  • Contribute to project strategy and develop and implement annual program work and management plans in line with that strategy.
  • Develop and maintain relationships with DSRSE, PNA, and regional and district officials to ensure collaboration and coordination for the project.
  • Develop and contribute to implementation of sustainable transition of IPM model to government over course of project
  • Continually monitor and manage program activities and troubleshoot issues rapidly and responsively to drive program performance
  • Prepare, assess and implement risk mitigation plan
  • Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems.
  • Lead strategic meetings with regions, DSRSE, PNA, and other stakeholders.
  • Ensure project compliance with BMGF, Merck for Mothers and IntraHealth guidelines, timely submission of high quality project financial and technical deliverables such as monthly and quarterly reports.
  • Conduct daily project management, process project-wide issues, delays or changes, and track and report on project progress and status.
Requirements
MINIMUM REQUIREMENTS
Education & Experience
  1. Master's degree in Business Administration/Industrial Engineering/ Logistics/Supply Chain Management or related discipline with 10 or more years of professional experience managing large multi-faceted programs or operations. Relevant commercial sector experience will be considered.
  2. Significant experience in West Africa and Senegal preferred.
  3. Significant expertise in managing complex projects within a multi-partner, multi donor environment.
  4. Strong interpersonal skills and accomplishment in strategic visioning, leadership, networking, and problem-solving as well as the ability to be flexible, creative and responsive.
  5. Proven knowledge of logistics, product distribution, and supply chain issues and trends
  6. Familiarity with government health system a plus
  7. Strong verbal and written communication skills in English and French required
  8. Ability to build productive and proactive relationships with donors, government ministries, NGOs, and private sector groups.
