The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (Ops), at its headquarters in Luxembourg and potentially also in its network of regional offices:
Project Financiers
The EIB Group has been a key partner in unlocking liquidity for European investment projects since the onset of the crisis, providing more than EUR 500bn since 2007. This partnership is set to continue and we are therefore launching a series of preliminary campaigns to identify qualified and highly motivated professionals, keen to join us and to make their contribution to the European recovery.
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.
Purpose
The successful candidates will be responsible for the identification, appraisal, negotiation and monitoring of project finance operations, according to EIB policies and procedures and with the objective to contribute to EU Policy goals, in line with the EIB's agreed strategy and with his/her Division's Business Plan
Operating network
The Operations Directorate is divided into seven geographically-focused Departments and three horizontal Departments (including one for New Products and Special Transactions in specialist sectors). Each Department is split into Divisions, each with a counterpart focus on Banks, Corporates, and/or Public Sector. Departments also comprise Divisions targeting Project Finance transactions and also benefit from Transaction Support/Implementation teams providing additional post-origination capacity
In each Division, the Project Financiers will typically report directly to the Head of Division and will cooperate closely with colleagues from across the EIB. They will also represent the EIB externally, with a wide range of private promoters, borrowers and financial institutions
Accountabilities
Origination/Lending process:
- Track developments and monitor his/her target market, develop and maintain a network of, primarily, public sector authorities, private promoters, borrowers and financial institutions, screen proposals and identify lending opportunities that best meet business plan objectives
- Evaluate, at an early stage, the quality of potential projects and their chance of success, by consulting where appropriate with the EIB's technical Projects Directorate (PJ), and with Risk Management (RM) and Legal Services (JU), in order to improve the effectiveness of the appraisal process
- Prepare key financial analysis, including financial modelling and debt-service capacity, in close cooperation with the Division's senior colleagues where required
- Structure loan proposals, evaluate their feasibility, analyse project and financial risks, draft reports and lending proposals in cooperation with the appraisal team and with more senior colleagues, as required
- Ensure that the contractual terms and conditions match the transaction's risk profile and type, so that each transaction generates income contributing to covering cost and providing for risk to the extent required
- Help lead and coordinate the lending process in cooperation with other Directorates, notably consulting, where appropriate, PJ, RM and JU
- Take responsibility for the approval process on selected operations
Negotiation of contracts
- Lead/contribute to the negotiation of legal and other project documentation with promoter and other counterparts in coordination with JU and RM
Optimisation of operating tools and working methods
- Innovate and suggest improvements to existing tools, systems and products in response to changes in the operational framework
- Ensure correct input of data concerning own area of activity into the management information system in order to contribute to the continuous improvement of working methods and product developments
Qualifications
- University degree, preferably in Finance, Economics or Law
- A minimum of 3 to 5 years of relevant professional experience
- Excellent knowledge of financial analysis/modelling as well as experience in credit risk assessment
- Good knowledge of standard computer tools
- Very good knowledge of English and/or French and a good command of the other (*)
- In-depth knowledge of specific local markets, and fluency in other EU languages, may be a requirement, depending on the countries of operation of the Division recruiting

(*) There may be certain flexibility on this requirement for particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the EIB's working languages
