Background:
Under the auspices of The Somali Compact 2014 – 2016 that was agreed in September 2013 and the United Nations Somalia Integrated Strategic Framework 2014 – 2016 signed with the Federal Government on 29 October 2014, the Somalia Joint Rule of Law Programme (‘the Programme’) has been developed. The Programme is designed to support the Federal Government of Somalia (FGS) in achieving the Somali Compact Peace-building and State-building Goals (PSGs) 2 Security (Policing component) and 3 Justice, which identifies the strategic objectives of establishing unified, capable, accountable and rights-based Somali federal security institutions providing basic safety and security for all; and establishing independent and accountable justice institutions capable of addressing the justice needs of the people of Somalia by delivering justice for all.
The Programme is founded on the Somalia Rule of Law Programme Priorities which were developed by the PSG 2 and 3 Working Groups and endorsed by the Somali Development and Reconstruction Facility (SDRF) Steering Committee on 31 August 2014 as a thematic priority for part of the initial funding pipeline for the UN Multi-Partner Trust Fund (UN MPTF). The programme adopts the thematic approach of rule of law for support to police, justice and corrections and builds on previous support provided to rule of law, and in particular the progress already under the Somali Compact as reported by PSG 2 and 3 Working Groups and discussed in Copenhagen in November 2014.
The Programme represents a joint approach by the United Nations Mission in Somalia (UNSOM) and the UN Country Team to strengthen collaboration, focus and coherence to support the implementation of the Somalia Rule of Law Programme Priorities. The Programme builds on the positive gains, experience, expertise and added value of relevant UN partners under the Global Focal Point Arrangement to advance rule of law and constitutes a key landmark to maximize impact of UN interventions, minimize overlapping activities and maximize UN MPTF resources and know-how of the UN to “deliver as one” to enhance justice and security for all Somalis. The Programme framework ensures that collective UN action to enhance rule of law retains capacity building, gender equality and human rights principles as cross-cutting issues of this approach as outlined in the Somali Compact
The Programme will rely on coordination with and between different national counterparts, while supporting the Compact principle that development efforts are “Somali-owned, Somali-led”. It will also maintain interactive partnerships with UN MPTF donors and other partner to make better use of the limited available resources.
UNDP Somalia has a long history in Somalia of providing support to the rule of law sector, which includes through its Access to Justice and Civilian Policing Projects. In full support of the delivery by UNDP to be aligned to the Compact and to be based on the Compact consultation mechanisms and partnership principles and as part of the commitment to the UN Global Focal Point Arrangement; the UNDP Access to Justice and Civilian Policing Projects will be closed, and UNDP future support to PSG 2 and 3 will be through a Rule of Law Project under the umbrella of the Somalia Joint Rule of Law Programme.
Overall management and decision-making for the activities to be implemented by UNDP under the Programme through the UNDP Rule of Law Project will be the responsibility of the Project Manager (PM). The PM will have the authority to fully manage the aforementioned activities and will ensure that UNDP produces the results that UNDP is responsible for under the Programme. Under the direct supervision of the Programme Manager for Governance and Rule of Law Programme, and in close collaboration with UNDP Senior Management, the Rule of Law Project Manager will be responsible for overall management of the RoL project. S/he will work under the direction of the GROL Programme Manager on matters of strategic approach and coherence of the project with UNDP programme strategy. The RoL Project Manager will provide high-level policy advice to the relevant national counterparts, lead policy advocacy, and liaise with relevant UNDP HQ units, UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to the Rule of Law portfolio.
On matters of planning and implementation of specific project activities in Somalia the RoL Project Manager should consult closely with respective Heads of Area Offices. S/he will also work closely with the GROL Programme Specialist/ Deputy Programme Manager on programme oversight issues. S/he will also liaise with UNDP’s Partnership and Planning Unit (PPU) to ensure that project evaluations and audits are carried out according to schedules and findings and recommendations are implemented and followed up.
S/he will provide leadership to the project team and build smooth relationships with partners at the national and sub-national levels. She/he will coordinate and supervise the work of her/his own team of international specialists/experts in the areas of Justice, Corrections and Police. The pool of specialists/experts will provide strategic guidance and advisory services to the national counterparts including but not limited to policy making processes, legislation review, capacity building, and institutional reform mechanisms. These specialists/experts will be based in Mogadishu but will be required to regularly travel throughout the country to provide technical advisory support to the national counterparts. The pool of specialists/experts will also manage national project staff with relevant expertise in the aforementioned areas and deployed in national institutions at the central and regional levels.

The Project Manager has the overall project management and decision-making responsibility for UNDP activities in the framework of the Somalia Joint Rule of Law Programme. The Project Manager will provide leadership to the project team and coordinate as well as supervise the work of her/his team of specialists and experts.
S/he will be supported by a Project Management Specialist (P3).
- Oversee the effective administrative and technical management of the Project, in particular, technical management of the Project team for results;
- Provide advice to the Project Steering Committee on Rule of Law good practice;
- Oversee the development and implementation of the Annual Work Plan and Budget;
- Supervise the UNDP Project Management Specialist, and oversee drafting of periodic reports on the progress of the Project to UNDP, the Project Board and Donors, including by ensuring top quality analysis and substantive inputs to project documents, reports, concept notes and other strategic documents;
- Oversee the planning and coordination of, as well as participate in, Project Board meetings and other relevant coordination processes (e.g. related to the Somalia Joint Rule of Law Programme) including producing relevant reporting;
- Perform other relevant duties as required by the UNDP Country Director, Deputy Country Director – Programme and Governance and Rule of Law Programme Manager;
- Ensure in all circumstances that the project upholds the values of the UN System, the country’s interests and partners implicated in the process.
Ensures Partnership Building and Resource Mobilisation achieving the following results:
- Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities. Support ongoing coordination efforts;
- Supports sector-wide coordination and strategic planning efforts and partnership;
- Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of the project; Develop mechanisms and instruments for selection of appropriate government and civil society partners in the implementation of the project;
- Oversee the mobilization of additional resources from development partners to the UNDP components of the Somalia Joint Rule of Law Programme. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects activities, active contribution to the overall office effort in resource mobilization. Research the engagement with non-traditional donors to support the project.
Ensures Innovations, Advocacy and Knowledge Building focusing on achievement of the following results:
- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Somali strategic documents;
- Identifies new ideas and opportunities for the development of new interventions in the thematic area of Rule of Law, and facilitates the alignment of the RoL project with the new emerging priorities in the light of the political transition in Somalia;
- Promotes the RoL project, ensuring maximum and appropriate levels of visibility and public awareness of results of the on-going activities, and positioning UNDP as a neutral actor with high quality policy advice;
- Provides leadership on Rule of Law issues within the framework of various coordination structures and documents;
- Promote identification and implementation of synergies within and across programmes and projects;
- Facilitation of knowledge building and management of the RoL project team and national counterparts;
- Analyze results/lessons learned, and provide strategies for improved delivery of project interventions;
- Ensures that project lessons learned and best practices are captured and documented to inform wider policies and programmes.
Ensures provision of top quality advisory services and technical expertise focusing on achievement of the following results:
- The Project Manager will work closely with UNSOM, esp. ROLSIG and the broader UN on supporting the Somalia Joint Rule of Law programme and provide strategic technical leadership to the Project Team;
- Provide strategic policy advice to the GROL programme, UNDP Somalia, Government counterparts, donors and other partners on issues related to the rule of law, justice sector coordination, and access to justice, legal aid and human rights;
- Provide technical advice on rule of law issues (Justice and Police) with a view to building national capacities and strengthening the rule of law;
- Ensure the integration of cross-cutting issues, such as gender, capacity building and human rights into rule of law project design, implementation, monitoring and evaluation;
- As required, represent the project in national/international fora/discussions on rule of law;
- Provide substantive inputs to the preparation of Government and UNDP policy notes, statements, etc., for important events (e.g. donor coordination meeting, forums, international conferences, etc.);
- Identify policy-driven issues, best practices and lessons learned at global, regional and national level and ensure these are integrated into the project planning and implementation;
- Proactively identifies risks and challenges to the on-going operations of the ROL project and provides mitigation strategies.

Impact of Results
Evidenced results will take the form of a quality integration of the work currently being developed in separate fashion by projects previously separated in the Governance and Rule of Law portfolio. Enhanced impact will also be manifest in the more streamlined and comprehensive character of the capacity development assistance provided to counterparts as a product of the merger and a smooth transition to its implementation. The key results have an impact on the overall success of the country programme and reaching CPD goals.

- Qualifications :
- Education:
- Master’s Degree or equivalent in Law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or law related field.
Experience:
- 10 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects in rule of law;
- Post conflict experience an asset;
- Experience in project management, including project formulation, implementation and reporting is required;
- Thorough knowledge of Atlas and UNDP procedures is an asset;
- Knowledge and experience in Somalia is an asset;
- Experience with UNDP preferred;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
- Fluency in written and spoken English is required;
- Proficiency in another UN language is an asset.
