OBJECTIVES OF THE PROGRAMME : To provide support to the African Regional in conceptualisation, development and implementation of result-based and integrated programme management system. The PPE Unit serves as AFRO focal point for the continuous improvement of the Organisation's management processes, facilitating consistent implementation of these processes and developing tools to enable a corporate approach to management. | |
Description of duties: . Prepares guidelines and materials needed to support the implementation of WHO's evaluation framework within the context of integrated system for programme planning, monitoring and evaluation; . Adapts the system for the evaluation framework: reviewing the more complex, sensitive, organization-wide, cluster, regional and multi-organization proposals; . Supports WHO staff to understand and apply programme evaluation and assessment tools, develops training and communication strategies and vehicles, and provides teaching/training as necessary at Regional Office as well as in the WHO Country Offices; . Supports Country Offices and the Regional Offices in the design, implementation and reporting of their evaluations and assessment, compiling Semi Annual Monitoring(SAM), Mid Review ( MTR), and End of Biennium Assessment(EB) reports, following-up on implementation of recommendations and lessons leamt; | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree or equivalent in social, economic or political sciences, public or business administration, organization development or a closed related field. Desirable: Degree in Public Health and a post-graduate degree in Health Economics and Policy would be an asset. | |
Skills: Sound knowledge of management principles, practices and techniques and of programme assessment; Good analytical skill; Ability to conceptualise and think in abstract terms; Ability to plan and organise training, Able to work in an international and multicultural environment with staff at various levels. Experience: Essential: Experience several years of programme development, planning, monitoring and evaluation in the public sector with international experience would be an asset. Desirable: Experience with WHO or other UN Agencies or at regional or country level would be an asset. | |
Languages: Excellent knowledge of English or French, with a good working knowledge of the other language. Knowledge of the other WHO official language(s) would be an asset. | |
Annual salary: (Net of tax) US$ 68, 294 at single rate US$ 73, 338 with primary dependants | |
