OBJECTIVES OF THE PROGRAMME : The objective of the Regional Program for the "Outbreaks and Disasters Management" is to reduce the health consequences of emergencies, including those resulting from disease outbreaks, natural and human-made disasters and to minimize their social and economic impact, by effective risk reduction, preparedness, alert, response and recovery actions. | |
Description of duties: 1.Act as WHO focal person in the regional humanitarian health working group and the health interface for other humanitarian working groups 2.Ensure and strengthen WHO Leadership in DRM for health at the sub-regional level 3.Coordinate the sub-regional health humanitarian working group and work in close collaboration with the office of the regional humanitarian coordinator for West Africa 4.Provide technical expertise to regional partners on policies and strategic directions in DRM for health 5.Liaise with regional humanitarian health partners and ensure that there is a forum for discussing and building the consensus on public health issues and strategies 6.Lead the implementation, monitoring and evaluation processes of the health component of the West Africa regional plans to build resilience in collaboration with other sectors 7.Collect information from country offices and regional partners, and regularly feed and consolidated the West Africa regional health cluster database 8.Lead the participative and inclusive process of, and contribute to joint health sector analysis and the development of WA regional health strategies and plans in DRM 9.Participate to, and consolidate WHO contributions in the development of the regional health strategies and plans in DRM for WA 10.Coordinate the contributions of the health sector to the WA regional humanitarian multi-sectoral planning, monitoring and evaluation processes 11.Facilitate capacity building of the WA humanitarian regional health working group 12.Engage other clusters/sectors such as WASH, Food Security and Nutrition to ensure effective and high impact health interventions are implemented 13.Provide technical assistance to WHO country teams and health cluster partners in countries in emergency as required 14.Ensure continuous monitoring and analysis of the situation of potential events that may lead to emergency situations with public health impact and propose strategic approach for health response 15.Document and share lessons learned in Disaster Risk Management, including resilience building, in West Africa 16.Ensure the quality of the public health aspects of WHO sub-regional documents, such as funding appeals, communications, presentations and other written materials 17.Assume other duties as required to strengthen WHO's leadership to support Health Sector partners, as agreed with supervisor. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Degree in medical sciences, public health or related field Desirable: Post graduate training in disaster risk management | |
Skills: Experience in managing emergency preparedness and response programmes at national and sub-regional levels and management of health development programmes in multi-sectoral, national and international context; knowledge in epidemiology; knowledge of the WHO Policy and strategy for emergency and humanitarian action and interventions of the other UN agencies; donors and NGOs for humanitarian assistance WHO Competencies 1)Producing results; 2)Building and promoting partnerships across the organization and beyond; 3)Communication in a credible and effective way; 4)Ensuring the effective use of resources; 5)Fostering integration and team work. | |
Experience: Essential: At least 10 years of experience on matters related to public health. Desirable: Field experience in emergency management. | |
Languages: Excellent knowledge of English or French or Portuguese with good working knowledge of the other one or two languages. | |
Annual salary: (Net of tax) US$ 81, 704 at single rate US$ 87, 948 with primary dependants | |
