Description of duties: The incumbent will be working as technical officer in the Regional Programme for Public Health and Environment (PHE) of the Health Promotion Cluster (HPR) under the direct supervision of the PHE programme area coordinator. His/her activities will therefore be articulated under the regional action plan for health and environment. The incumbent will work in close collaboration with other disease prevention and control programmes in AFRO to ensure the effective consideration of the dimension of climate variability and change in their strategies. She/he will closely interact with Member states in order to streamline implementation of the health component of their national adaptation plans to climate change (HNAPs). She/he will also relate to other partners working on health and environment and climate change to coordinate country support efforts. The incumbent will provide technical backstopping to countries for the formulation and implementation of the health component of their national climate change adaptation plans (HNAP) and related projects in the African region. In this regard, she/he will provide technical support to the countries in planning, implementing, monitoring and evaluation of projects and programmes on health adaptation to climate change and related environmental health interventions with a focus on water, sanitation and hygiene and others as defined by the project scope. The specific duties are to: a) Support countries in the development and implementation of national plans of adaptation to Climate change (HNAPs) in the context of The United Nation Framework Convention on Climate Change (UNFCCC). b) Provide technical, and institutional capacity building to countries for the implementation, monitoring and evaluation of climate change projects and programmes and their linkages with other aspects of environmental health, including drinking water and sanitation facilities, management of waste, air pollution and chemicals under the auspices of the Libreville Declaration on health and environment in Africa. c) Act as the focal point for donor supported projects in climate change and health within the PHE programme area. He/she will coordinate with countries the implementation and monitoring and evaluation all projects on climate change and health in the region, including preparation of necessary reports and other relevant implementation and technical documents for submission to HQ and/or donors, as appropriate. d) Contribute to resource mobilization efforts to promote research in order to improve public health knowledge on the health risks of climate change and on the most effective interventions to manage those risks. e) Facilitate the development/adaptation and dissemination to member states of methodologies and guidelines for assessing environmental risk factors to human health including vulnerability to climate change related health effects at local, national and regional scales, as well as the strategies deemed to reduce and prevent these risks. f) Support countries awareness and advocacy campaigns to protect health from climate change at the national and Regional level. g) Support Clim-Health Africa Secretariat in the organization and coordination of network partners and activities. h) Undertake any other duties as requested by the supervisor. | |
REQUIRED QUALIFICATIONS | |
Education: Master's degree in a relevant fields; e.g. Public Health, Civil or Public Health Engineering, Health Promotion, Environmental Health Sciences; Biological Sciences, meteorology. Qualification in Epidemiology and Environmental Information Systems. | |
Skills: Sound knowledge of ecology, epidemiology, and geographic and or environmental information systems; Strong experience in strategic and operational planning and project management; Ability to work in a network and in an international/multicultural environment; Effective oral and written communication skills. Experience: 7 years of experience in environmental health and on climate related issues at country or regional level. Practical experience in organization and conduct of training, public health policy review and analysis as well as experience in strategic planning. Proven experience in coordinating networks and multi-country project management. Practical experience in project management. | |
Languages: Sound knowledge of French or English and Working knowledge of the other | |
Annual salary: (Net of tax) $68,294 at single rate $73,338 with primary dependants | Post Adjustment: 65.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
