Under the supervision of the Director of DEDC, the Professional Officer in charge of epidemic-prone diseases diagnostic laboratories will work in collaboration with the Unit in charge of epidemics and epidemic-prone diseases control and the Professional Officer in charge of Health Information System. He shall facilitate the development of detailed mapping and conduct situation analysis to better define evidence-based needs for networking and pooling of resources with a view to increasing the capacity to identify and confirm diseases and epidemics threats in the region.
Duties and Responsibilities
- Conduct mapping of laboratories in the region.
- Coordinate the establishment of a regional network of research and test laboratories in the ECOWAS region.
- Develop laboratories expansion programme.
- Provide technical support to laboratories in the design and implementation of annual work plans.
- Work towards developing the platform for sharing health information and using it for establishing an effective warning system for outbreaks.
- Develop and manage databases on regional research and diagnostic laboratories, warehouses inputs, immunization equipment, essential drugs and various equipment for epidemics control.
- Act as a contact person for the activities of the regional laboratory network and ensure communication with technical partners for support to the region’s laboratories.
- Ensure consistency and technical quality of the network’s work and regular reports documenting outcomes associated with technical assistance activities.
- Assist in mobilizing resources for programme activities and monitor the financial performance of partners / beneficiaries.
- Be willing to travel to ECOWAS countries and carry out any other tasks assigned by WAHO authorities.
Qualifications/Experience/Skills
Education
- Hold at least a Bachelor’s degree and postgraduate qualifications in medicine or health sciences with specialization in Laboratory and Epidemiology
- Have a minimum of 5 years all round and rich professional experience in management and implementation of complex public health programmes involving Test and Research Laboratories on communicable diseases and epidemics in sub-Saharan Africa;
- A higher degree would reduce the number of years of experience required to eight (8).
- Have great ability for strategic analysis, synthesis and reports writing.
- Have proven experience in the implementation of surveillance and disease control strategies, programme administration, and contract compliance.
- Have good computer knowledge.
- Have proven leadership skills, ability to work in teams, create and maintain good interpersonal relations and possess advocacy techniques knowledge.
- Have excellent communication and negotiation skills and a good knowledge of health policies and the related laboratory working environment in the ECOWAS member States.
- Demonstrate ability to build partnerships and collaborate effectively with implementing partners.
- Be able to work under pressure in a multidisciplinary and multicultural team.
Age
Candidates should not be over 50 years old at the point of recruitment and must be a citizen of one of the ECOWAS member states;
Language
Have excellent knowledge of any of the three official languages of ECOWAS (English, French or Portuguese).Working knowledge of the other would be an added advantage.
