To serve as chief adviser to the Speaker of Parliament on matters of administration and procedure, and to manage the day-to-day running of the secretariat of Parliament.

Duties and Responsibilities

The Secretary-General is the Head of the Administrative Secretariat of the Parliament.  Under the authority of the Speaker, he/she performs the following functions:
  • Acts as chief adviser to the Speaker on all matters of administration and parliamentary procedure.
  • Oversees the day-to-day running of the Secretariat of the Parliament.
  • Acts as the channel of communication between the Speaker and other Members of Parliament and the Secretariat.
  • Oversees the preparation of minutes and reports of all the proceedings of Parliament, the Bureau and the Committees and ensures their publication and safe custody.
  • Oversees the recruitment, deployment, supervision and management of the staff of the Parliament in accordance with the ECOWAS Staff Regulations.
  • Acts as the Accounting Officer of the Parliament.
  • Responsible for preparation of the annual draft budget of Parliament, implementation of the budget and submission of quarterly and annual statements to the Bureau through the Speaker.
  • Any other duties as may be assigned.

Qualifications/Experience/Skills

QUALIFICATIONS:
A Master’s Degree in Management, Public Administration, the Social Sciences or Law, from a recognized University.
EXPERIENCE
  • A minimum of fifteen (15) years professional experience including eight (8) years relevant international work experience and five (5) years at the supervisory level;
  • Possession of higher degree would reduce the required professional experience to thirteen (13) years with five (5) years in a supervisory or managerial capacity;
  • Proficiency in the use of computer;
  • Candidates with experience in Parliamentary administration have an advantage.

Age

Candidates should not be over 50 years old at the point of recruitment and must be a citizen of one of the ECOWAS member states;

Language

Candidates must be fluent in one of the official languages of the Community: English, French and Portuguese. A working knowledge of another would be an advantage.
