Clinical Psychologist

I. Position Information
Position title: Clinical Psychologist
Duty station: Bentiu, South Sudan
Direct Supervision: MHPSS Project Manager
Overall supervision: Chief of Mission
Duration: 8 months, with possibility of extension
Job Type: Consultancy
II. Organizational Context and Scope
IOM began implementing Mental Health and Psychosocial Support (MHPSS) activities in 2014, targeting Internally Displaced Persons (IDPs) in selected Protection of Civilian (POC) sites in South Sudan. The activities have included direct service delivery through the capacity building of IDPS and establishment of psychosocial mobile teams, capacity building of community and humanitarian actors on MHPSS issues and mainstreaming. Within the current program IOM is looking to expand the scope of activities geographically and programmatically.
Under the overall supervision of the Chief of Mission for South Sudan in Juba, and the direct supervision of the Mental Health and Psychosocial Support (MHPSS) Project Manager, the successful candidate will be responsible and accountable for the implementation, coordination and monitoring of clinical psychological support activities as part of the project entitled “Enhancing the psychosocial well-being of internally displaced persons and conflict-affected populations”.
III. Responsibilities and Accountabilities
  1. Provide clinical psychological services for conflict affected families and individuals, in the selected POCs.
  2. Identify cases that need more specialized care, such as inpatient treatment and refer them to specialized professionals.
  3. Build capacity of key actors (humanitarian, IDPs and psychosocial mobile team) to identify and refer cases.
  4. Build capacity of key actors and families in day to day management of people with severe mental disorders and cognitive deficits.
  5. Design and implement psychotherapeutic interventions that are culturally relevant and adapted to the local context.
  6. Establish, implement and maintain an ethical referral mechanism.
  7. Establish, implement and maintain an ethical reporting system.
  8. Participate and provide technical input in relevant assessments, mapping of gaps and resources.
  9. Support the project manager in coordinating and liaising with other agencies and key actors, and in participating to cluster meetings, working groups, mapping, planning and reporting exercises).
  10. Undertake field assignments (most activities will be field based).
  11. Perform such other duty as may be assigned.
IV. Competencies
The successful candidate is expected to demonstrate the following technical and behavioural competencies.

****Technical****
a) effectively applies knowledge of mental health and psychosocial issues in execution of responsibilities at appropriate level; b) maintains confidentiality and discretion in appropriate areas of work.
Emergency and Crisis
a) works effectively in high-pressure, rapidly changing environments; b) coordinates actions with emergency response actors and making use of coordination structures; c) supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors; d) establishes and maintains effective relationships with implementing partners; e) makes correct decisions rapidly based on available information.
V. Education and Experience
  • Master's degree in Clinical Psychology from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above field with four years of relevant professional experience;
  • Post graduate studies in Emergency Psychology an advantage.
****Experience****
  • Previous experience in Clinical Psychology and Psychotherapeutic interventions in emergencies;
  • Previous experience in providing services to displaced populations, migrants, refugees or conflict affected populations;
  • Demonstrated experience and knowledge of UN and International agencies structures;
  • Skilled at developing culturally relevant psychotherapeutic interventions
  • Familiar with the IASC guidelines on Mental Health and Psychosocial Support in Emergency Settings;
  • Knowledgeable on the psychosocial impact of forced displacement;
  • Experience in capacity building activities and curriculum development is an advantage.
VI. Languages
  • Fluency in written and oral English is required.
