Monitoring Officer, P-2, Kinshasa, DRC (NETI)

Purpose of the Position
Under the supervision of the Programme and Planning Manager, the Monitoring Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, data analysis, monitoring, preparation of reports, communication and partnership, inter-agency coordination, and in implementing training programmes for national and sub-national data collection and monitoring and research capacity building with special attention to the interest, concern and participation of primary stakeholders.
Key End-Results Expected
  • Provide technical support to the country context and situation analysis as well as to the evaluation of achievement of results during the 2013-2017 Country Programme.
  • Ensure that Country Office Performance is systematically monitored and data for key indicators of the Country Office Annual Report and other management and donor reports are collected, analyzed and made available to management and the Country Management Team.
  • Provide technical support to the planning team responsible for developing the new UNICEF Country Programme Document for DRC 2018-2012, including preparing Situation and Bottleneck Analysis and collaborating with ministries.
  • Develop convincing Theories of Change with programme sections to describe and justify future programmes.
  • Work with partners in order to ensure that UNICEFs monitoring structures and systems are understood and shared with necessary stakeholders.
  • Ensure that monitoring and evaluation capacities of Country Office staff and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
  • Carry out research, monitoring and evaluation activities within the Country Office, the UN Country Team, and with the Regional office and with all other stakeholders, including national partners and the international community; and the results are shared with all partners to stimulate joint engagement.
Qualifications of Successful Candidate
  • Advanced university degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
  • Two years of relevant professional work experience. Developing country work experience or field work experience.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English and French. Additional language(s) an asset.

The New and Emerging Talent Initiative (NETI) is an entry point for dynamic professionals interested in an international career with UNICEF. Aside from the qualifications indicated in the job description for this post, all NETI programme applicants must also meet the following minimum requirements:
  1. Completion of an advanced university degree (Master's degree or equivalent) at the time of application;
