Purpose of the post: Under the direct supervision of M&E Specialist, the Programme Officer (Innovation) will work with all programme sections to develop and manage the activities for U-Report Initiative and Rapid-Pro adaptations across all programmes in Liberia.
MAJOR TASKS AND RESPONSIBILITIES:
- Provide technical support to ensure timely, effective and efficient implementation of Innovation activities.
- Proactively scout for new innovative ideas and opportunities within UNICEF, among its partners and externally and include them in the innovation action plan. In particular look at innovations that can be implemented in an integrated fashion across sections.
- Develop and manage partnerships with government, NGOs, media and Mobile Network Operators to scale up innovation in Liberia;
- Draft partnerships and network with local innovators, youth organizations, NGOs, cultural and religious organizations, the private sector, local media and academia to build and provide a space to nurture and test new and innovative ideas, develop the next generation of thought leaders and build local capacity;
- Train UNICEF staff, partner staff, government counterparts and other end users in the country in the use of innovation products and processes;
- Document and report on tested innovation projects and processes and ensure effective sharing and generation of knowledge around innovations in the Country Office as well as with UNICEF global innovation network;
- Work closely with Innovation team at RO/HQ and provide them with regular update on the progress implementation.
- Responsible for monitoring and certifying activities in the field and ensure all due payments and liquidations are done on time without delay.
- Develop and write proposals for donors to fund raise for Innovation activities when needed and ensure quality reporting provided on time;
- Coordinate and provide support on overall innovation strategy/action plan, including formulation, design, planning and implementation in close collaboration with NYHQ Innovation Unit and Regional Office where applicable.
- Lead the effective and innovative ways to present and package data in a way it promote the use of evidence for decision making.
Qualifications and Competencies:
- A university (Masters) degree in a relevant field such as IT, computer science, communications, or related field with practical experience on management.
- Five years’ experience preferably in IT project management, partnership development, community engagement and youth outreach; experience with donor proposal writing and reporting; preferably experience working in Liberia; knowledge of environment in which UNICEF operates, and understanding of the constraints of working in a developing-world environment;
- Experience working with a diverse range of partners, including Government and Civil Society / Non-Government organizations, to design and deliver complex humanitarian or development initiatives;
- Language: Knowledge of English, good knowledge of local languages; Competencies: Leading and Supervising, Formulating Strategies and Concepts, Analyzing, Relating and Networking Deciding and Initiating Action and Applying Technical Expertise.
