Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programs include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others.

Projects include protection, livelihoods, food assistance, NFI distribution, water and sanitation, and advocacy among others, as well as non-operational region-wide initiatives, focusing on advocacy and capacity building. The Somalia operation includes sixteen field bases, of which six are main programme bases. The Hargeisa office in Somaliland serves as a hub for Country Programme technical staff who are responsible for providing technical support in Somaliland, Puntland and South Central Somalia. Currently there is over 250 staff involved in the DRC Somalia programme.

Duties and Responsibilities
- To assist the Head of Finance and Administration (HoFA) in ensuring a timely and proper financial management of the programme
- To support in all accounting tasks assisted by a team of Finance officers.
Accounting / Finance
- To review monthly and bi-monthly cashbooks as recommended and ensure timely submission to DRC HQ.
- To support the team of Finance officers to upload the cash books in the Navision system.
- Train the Country and Field office Finance staff in cash books.
- Ensure bank reconciliations & cash counts are done on timely manner as per the requirement of DRC procedures.
- Support HoFA to prepare budgets and budget revision, compilation of field office budget.
- Support HoFA to organize and maintain financial record keeping.
- Ensure scanning of vouchers are sent to RO on time and achieved.
- Plan and maintain oversight of co-funding requirements.
- To monitor cash flow and liquidity of the country programme & prepare the cash transfer’s request for HQ.
- Checking the monthly Budget follow up on spending, including overspending/underspending.
- Monitoring of budget forecast against actual spending.
- Monitoring office support costs including staff salaries, office administrations costs.
- Support to Review and monitor partners’ financial reporting and compliance.
- To update and share regularly the financial documents, allowing an accurate/timely/safe financial management of the programme.
- Support to implement all relevant financial control tools within the country programme.
- Support HoFA on preparing various financial reports.
- To supervises, audits, control and implements corrective actions related to the DRC standards for operations.
- Support HoFA in roll out of systems already developed in close cooperation and coordination with DRC’s Regional office and headquarters. This includes tools for monitoring shared expenditures, donor co-funding and decentralised book keeping.
- Train the Country Office Finance staff on DRC systems, tools, budgeting and reporting.
Reporting
- To support/prepare quality financial reports for RO/HQ review and ensure timely submission to the donors.
- To compile the accounting/financial data for the monthly report and
- To maintain a timely and proper organization of the accounting supporting documents into files according to DRC requirements.
Coordination
- To attend the meetings organized by the donors/NGOs on finance if any/as requested by HoFA/CD.
- Any other duties as agreed with the HoFA.

Terms & Conditions Contract: 6 months Contract with possibility of extension, salary and other conditions would be in accordance with Terms of Employment for Expatriates, which can be found on our website www.drc.dk under Vacancies (Terms of employment; Appendix 3: Employment categories and salary). This position is placed at Level A12.
Location: The position is based Mogadishu, Somalia with travel to all DRC field field offices within Somalia.

Qualifications
Required
- Bachelors Degree/Diploma in Accounting or Finance.
- At least 3 years’ experience working with NGOs/International agencies.
- Previous DRC experience in similar environment will be an advantage.
- Good budget development skills for mutiple donors.
- Strong information technology skills, especially in Excel spreadsheets and able to work with Formulas, Power Point and Word.
- Fluent in written and spoken English.
- Excellent interpersonal and teamwork skills, working with different groups and nationalities.
