Senior RRMP Coordinator / Coordinateur Senior RRMP

BACKGROUND
With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, and Katanga and more than 800 staff, the IRC is one of the largest international non-governmental actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally implemented programs. The IRC has been working in the DRC since 1996, and currently operates in five core programming areas - primary health care, community-driven reconstruction & local governance, prevention and mitigation of gender-based violence, education, and emergency preparedness and response.
The RRMP (Réponse Rapide aux Mouvements de Population) is an emergency response program funded by UNICEF and covering Eastern DRC. The main objectives of the IRC's RRMP program are:
  • To conduct multi-sector assessments in areas recently affected by population movements (displacements or returns), natural disasters and cholera epidemics in order to inform the humanitarian community about the scope of these movements and the main humanitarian needs;
  • In the absence of another actor with the capacity to respond quickly, and on the basis of these assessments, to intervene in the sectors of non-food items (NFI), health as well as water, sanitation and hygiene (WASH) in favor of the most affected communities.
The IRC is one of the two RRMP implementing partners in South Kivu and Katanga. The program's sixth phase (RRMP 6) begins in May with a budget of about 6.5 million USD for an initial period of 8 months, which should then be extended to 12 months. The IRC's RRMP 6 team will have about 120 staff, including four expatriates, working from four main offices across South Kivu and Katanga.
SCOPE
The Senior RRMP Coordinator leads the IRC's RRMP program in South Kivu and Katanga, ensuring that the assessments and interventions are rapid, relevant, high-quality, well planned and accountable both to the donor and to the IRC's beneficiaries. The Senior RRMP Coordinator reports to the Emergency Response Advisor, and to the Provincial Directors for daily supervision. S/he is based in Bukavu, but will spend about 50% his/her time travelling to Katanga offices and field sites for the purposes of program monitoring and supervision.
RESPONSIBILITIES
Programs:
  • Ensure high quality implementation of the RRMP program, in a timely manner, within budget, according to the RRMP technical protocols, and in full compliance with the donor contract and IRC rules and regulations;
  • Provide management oversight to the two RRMP coordinators with regard to their responsibility to ensure that all assessments and interventions in their respective provinces are of quality and in compliance with the project proposal and the RRMP's technical protocols and standards;
  • Provide management oversight to the RRMP Senior WASH manager with regard to his/her responsibility to lead the WASH component and interventions;
  • Provide management oversight to the two RRMP Quality Managers with regard to their responsibility to propose and implement initiatives to improve the overall quality of the RRMP activities;
  • Ensure that the IRC's RRMP is effectively and harmoniously implemented as one program, by developing inter-provincial coordination and communication, flexibility, technical exchanges and the identification and implementation of best practices ;
  • Ensure that program teams and support departments (Administration, Finance, Logistics, Security) work efficiently together in a spirit of collaboration;
  • Represent the IRC in the RRMP steering committee and humanitarian coordination meetings, ensuring that IRC efforts and resources are engaged in a planned and well-coordinated manner;
  • Ensure that the humanitarian community is aware of RRMP activities and advocate for follow-on actions by other agencies as needed;
  • Collaborate with UNICEF and RRMP teams of other NGOs in Eastern DRC to continuously improve approaches and methodologies for emergency response;
  • Ensure that all reporting (mostly in French) is produced, reviewed and submitted in a timely manner and according to IRC and donor standards and regulations;
  • Design proposals and budgets for RRMP extension and follow-on phases.
Security
  • Using a wide range of sources, continuously analyze the security, political and humanitarian context in South Kivu and Katanga provinces;
  • Working closely with the Security Department, ensure a high level of security awareness and preparedness among RRMP staff, in line with the IRC's security management plan.
Human resources
  • Supervise the RRMP Coordinators and the Senior WASH Manager by applying the IRC's performance management tools and by providing technical and non-technical management support / advice on the planning, implementation, monitoring and evaluation of projects, as well as on the management of their teams;
  • Ensure that all RRMP staff operate and behave in a manner that is consistent with the IRC's code of conduct;
  • Ensure that the RRMP's organizational chart accurately reflects program needs and that all positions are filled with the most highly qualified personnel available, and play a lead role in recruitment.
Budget and Finance
  • Supervise the management of the RRMP budget, ensuring inter-provincial flexibility and respect for donor and IRC regulations;
  • In support of the RRMP Coordinators, ensure that all RRMP spending is carried out in compliance with IRC procurement and financial regulations, and correctly allocated.
Logistics
  • Supervise the preparation and implementation of the program's procurement plan;
  • In support of the RRMP Coordinators, work with the Logistics Department to ensure that program teams receive the necessary support in terms of transport, procurement and warehousing of emergency supplies, equipment etc.
Other
  • Support IRC management in case of field visits by donors, media and/or VIPs;
  • Occasionally support the development of related emergency response projects;
  • Carry out any other necessary task related to the RRMP.
REQUIREMENTS
  • University degree; preferably an advanced degree in an appropriate field such as International Relations, Economics or Development Studies
  • 5 years work experience in a program management role, with several of these being field experience with an international NGO
  • Experience in rapid response mechanism programming desirable
  • Experience with conflict / post conflict contexts, preferably in Africa
  • Very good command of French and English (spoken and written) required
  • Excellent, planning, project and budget management skills
  • Excellent leadership, human resource management , interpersonal and cross-cultural communication skills
  • Ability to work in unstable security environments, under pressure, to multi-task, improvise and be flexible
  • Willingness to travel extensively to visit field sites and endure basic living conditions when travelling to these field sites
  • Very strong computer skills (Excel, Word, PowerPoint, and Outlook)
Security Situation / Housing:
The Senior RRMP Coordinator is based in Bukavu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The Senior RRMP Coordinator will be provided with comfortable shared housing. This position is unaccompanied.
