Chemonics seeks a capacity development and field manager for the anticipated five-year USAID-funded Local Empowerment for Government Inclusion and Transparency program in Liberia. The program aims to increase the accountability, transparency, and effectiveness of sub-national government resources. It will focus on the following objectives: increased capacity of government institutions to make incremental and sustained progress in implementing the National Policy on Decentralization and Local Governance, improved performance and strengthened capacity of county administrations to coordinate and oversee government activities across sectors, improved capacity of cities to manage revenues and deliver key services, and increased citizen representation in planning and decision-making for service delivery in counties and cities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Manage and coordinate activities in counties and cities, including capacity development of county administrations, city councils, and other local partners
- Collaborate with the government of Liberia to conduct a capacity assessment of target counties and cities to gather baseline data for capacity development support
- Provide direct support to county-based field teams
- Work through local and regional service providers to ensure that high-quality customized organizational and technical training is delivered
- Work directly with local partners to facilitate, develop, and support capacity assessments
Qualifications:
- A university degree in social science, management, international development, monitoring and evaluation, and/or a relevant academic area
- Minimum seven years of relevant professional experience, with three years of experience in sub-Saharan Africa preferred
- Demonstrated institutional capacity development experience and an ability to work effectively with sub-national governments to support decentralization reforms
- Ability to apply methodologies for complex change processes and capacity development
- Experience with grants management, including using grants to support capacity development
- Ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
- Expertise in developing and managing gender-responsive and gender-integrated programs
- Demonstrated leadership, versatility, and integrity
