Project Summary
IBTCI is currently seeking chief of party candidates for work with a wide range of international donors including USAID, DFID, the World Bank, and UN agencies. Candidates should possess a successful track record in in managing large, long term development projects in Francophone countries.
Timeline and Location
November 10, 2015 – January 31, 2020
This position is full-time and based in Accra, Ghana
Position Responsibilities
- Provide overall vision, leadership and guidance for the project internally with project staff and externally with USAID, host governments, other donors and stakeholders.
- Responsible for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met.
- Lead IBTCI’s team and serve as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract.
- Overall responsibility for assuring that all assistance provided under the contract, whether by international; or local experts/personnel, is technically sound and appropriate for the needs to be addressed.
- Adequate managing and supervising of the work of all experts/personnel provided under the contract.
- Serve as primary point of contact for information on the progress and current status of all activities under the contract and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
- Manage the preparation and presentation of proposed implementation plans and all reports.
- Provide management support and technical oversight for projects.
- Coordinate and collaborate with donor clients, implementing partners, and stakeholders.
- Ensuring effective and efficient performance for all aspects of the project, overseeing all quality control and reporting.
- Interacting professionally with senior Mission staff, implementing partners, and government officials.
- Provide overall leadership and strategic direction for the activity.
- Adhere to USAID, IBTCI and local rules, regulations and standard operating procedures (including USAID FARS and ADS).
- Deliver of high-quality outputs in accordance with an agreed upon work plan and timeframe;
- Manage financial and administrative resources.
Minimum Qualifications
Include, but are not limited to;
- At least 15 years of experience successfully managing complex international public health programs
- (implementation, logistics, budget, staffing) funded by USAID or international projects in Africa, ideally in francophone West Africa.
- Master’s degree in Public Health or related field required; an advanced degree a plus.
- Demonstrated ability in the concepts, principles, methods and techniques of delivering public health programs for family planning, maternal and child health, and HIV/AIDS.
- Demonstrated skills in effectively negotiating with host governments, regional institutions (e.g.
- WAHO), donors, UN agencies, other USAID projects, localorganizations and partners.
- Ability to successfully manage and develop staff in a multi-country setting as demonstrated by past experience.
- Ability to manage contracts and all required reporting requirements.
- Ability to perform internal control functions to manage day to day operations of the project.
- Ability to articulate effectively in writing and verbally.
- Fluency in speaking, reading and writing both English and French
