Proposed duration: 6 months
Located in UNHCR Headquarters, Geneva Switzerland, the Ethics Office promotes an ethical culture in line with the Code of Conduct and ensures that ethical principles are respected by staff members and affiliate workforces.
The Ethics Office has the following key responsibilities:
- Managing the UNHCR Code of Conduct and its annual refresher sessions in the Field and at Headquarters to foster an ethical culture in the Organization
- Implementing the Policy against retaliation for reporting misconduct (Whistleblower) and Fraud Prevention
- Coordinating the implementation of Protection against Sexual Exploitation and Abuse (PSEA) in accordance with the UN Secretary General Bulletin
- Administering the United Nations Financial Disclosure Program
- Case management - as part of its outreach programme, the Ethics Office provides confidential advice and guidance to staff on their ethical dilemmas.
- Develop policies, guidelines, tools and training programs to implement Ethics Office mandate
The Ethics Office on an ongoing basis undertakes analysis of its achievements and conducts risk assessment in order to be more responsive and supportive to country level operations. It holds consultations with relevant Bureaus/Division/Units, with colleagues in the Field and at Headquarters on issues for which their inputs and experiences are required.
The Ethics Office is currently seeking the support of an intern. Interns can learn from a mentoring relationship through the vast activities of the Ethics Office and complement the expertise within the Ethics Office at UNHCR.
Under the immediate supervision of the Senior Ethics Advisor, the intern will perform the following functions:
Case management:
· Assist in preparing preliminary assessment and analysis of complaints by conducting researches to establish facts and verify accuracy of information in order to prepare for case reviews and draft initial response for review.
· Assist in ensuring that SoPs on individual staff case management are implemented.
· Review and analyze responses and guidance provided by Ethics Office with the view of harmonizing and consistently providing guidance to personnel.
Code of Conduct:
· Assist in gathering the information received on the 2015 Code of Conduct refresher sessions. Assist in drafting messages, emails to all staff, to facilitators on subjects relevant to the Code of Conduct. Assist in developing training material for the 2016 Code of Conduct. Assist in drafting an update for the UNHCR Code of Conduct Facilitator’s Manual. Assist in consolidating Code of Conduct survey results and providing analysis.
· Assist in consolidating and reviewing Code of Conduct reports in Focus and provide analysis by geographic locations. Follow-up field locations that have not reported for 2015 Code of Conduct.
· Prepare an internal Ethics review plan with Bureaus/Divisions on the Code of Conduct for the Organization.
· Manage and moderate the Code of Conduct Community of Learning platform and facilitate discussions based on the materials posted as well as provide feedback.
Risk assessment:
· Provide support in following up action points stemming from risk assessment for Ethics Office with Enterprise Risk Management and finalizing the corporate ethics register.
· Assist the Ethics Office in analyzing the achievements, gaps analysis, and challenges related to the Ethics Office mandate in line with the vision and longer term strategy.
Policy:
· Assist in the research, review and analysis of existing policies and documents produced by the Ethics Office and relevant Units and draft inputs from the ethics perspectives (PSEA, Fraud Prevention, Gifts Policy, etc.)
· Assist in collecting information and researching recurrent ethical issues in the Inspection report from the Inspector General’s Office (IGO).
Training, outreach and Communication:
· Assist in briefing, training and webinar activities as well as in facilitating the Code of Conduct refresher session and/or Ethics Office as may be required.
· Provide debriefing and hand-over notes to Ethics team and relevant colleagues at the end of internship.
Other duties:
· Perform other duties as required by the Office.
Minimum requirements:
· University studies completed preferably in law, international relations, social sciences or allied fields
· Experience or training on Ethics-related subject is an asset
· Fluency in English (written and oral); another UN language is an asset
· Good writing and communication skills
· Ability to work in a team in a multicultural context is an asset
· Exposure to UN work is preferred
· Ability in using Excel, PowerPoint.
· Flexibility and adaptability.
