INTRODUCTION The position is located at the ILO Country Office for Viet Nam, based in Hanoi. Towards achieving the goal of decent work for all in Viet Nam, the work of the country office is guided by the Decent work Country Programme which focuses on three strategic areas: Labour Market Governance; Employment and Sustainable Enterprise Development; and Social Protection. In the implementation of its activities and programmes, the country office works in close partnership with the Government of Viet Nam, in particular its technical line ministry, MOLISA and its social partners, the employers' and workers' organizations. The DWCP Vietnam Programme is an integral component of the One UN Plan. The main purpose of this job is to (i) assist constituents in Viet Nam in the development of policies, methodologies and tools to promote the creation of quality job and inclusive labour markets; (ii) provide policy guidance and technical support to ILO's technical cooperation programs in Viet Nam; and (iii) strengthen cooperation and collaboration with other UN agencies within the framework of "Delivering as One" as well as with other partners concerned with employment and labour issues. The Labour Economist will report to the Director of the Country Office in Hanoi and will receive technical guidance on employment matters from the Employment Policy Department at headquarters. Description of Duties Specific duties 1. Design, conduct or supervise research, analysis and the preparation of case studies on the labour market impact of economic, trade and employment policies. This includes the assessment of how the country's deepening integration into regional and global markets affects businesses, jobs, wages and working conditions. Cooperate with other international organizations in joint-policy oriented research projects. 2. Assess national needs and provide technical advisory services to constituents and other partners, including the National Statistical Office, to strengthen labour market information and labour statistics for evidence-based policy making and impact evaluation. 3. Develop guidelines, tools and methodologies to contribute towards capacity building initiatives for constituents regarding, labour market information, labour market analysis, and labour market policies. 4. Provide policy guidance for the implementation of the National Employment Law and the development of new laws and regulations concerning employment and related issues, including providing advice to key stakeholders on the application of international labour standards and promotion of ILO mainstreamed strategies, including gender, while formulating employment related laws, strategies, policies, and programmes. 5. In close collaboration with UN agencies, formulate strategies and programmes for employment creation and the promotion of inclusive labour market to ensure that ILO policy objectives are integrated within the One UN Plan and the Deliveries as One. 6. Assist the Director in developing the new DWCP and the new One UN plan, with a view to streamlining operational systems, lowering transaction costs and increasing efficiency in implementation. 7. Undertake any other tasks that may be entrusted to him or her by the Director in line with the mandate and objectives of the Organization and the countries covered. These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: 1. Design and promote a wide range of special subject-matter-related programmes. This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes. 3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities. 4. Formulate and submit project proposals and seek funding. 5. Evaluate the efficiency and effectiveness of the project activities. 6. Undertake technical advisory missions independently or in collaboration with Decent Work Technical Support Teams. 7. Conduct seminars, workshops and technical meetings and training courses. 8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields. 9. Write manuals and/or training guides on related topics. 10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns. 11. Monitor and coordinate research carried out by junior technical officers and external collaborators. 12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports). 13. Experience Eight years' experience in policy development and analysis at the national level or five years at the international level in social and economic aspects of development programme in developing countries with demonstrated expertise in the relevant technical field.
