Evaluation Expert, USAID/Ghana Performance Evaluation of Public Works Construction (PWC) Activities, Ghana

Objective:
The purpose of this Task Order is to acquire the services of a contractor to conduct a performance evaluation of a set of Public Works Construction (PWC) activities in USAID/Ghana’s Education Office which were implemented between 2010 and 2014 through different procurement modalities with a total estimated cost of $22.8 million. In total, the PWC activities aim to construct and equip schools, toilets and District Education Offices (DEO) in all ten regions of Ghana.
The PWC evaluation encompasses four activities that will be evaluated under the Task Order as summarized below:
a. The construction, furnishing and maintenance of 159 educational structures through a Modified Fixed Amount Reimbursement Agreement (FARA) with the Funds Procurement Management Unit (FPMU) within the Ministry of Education (MOE);
b. The construction, furnishing and maintenance of four public schools through a FARA with Accra Metropolitan Assembly (AMA);
c. The construction of 24 toilets in flood-affected areas in Northern Region through a FARA with Ministry of Finance and Economic Planning (MOFEP), in collaboration with the Millennium Development Authority (MiDA); and
d. The construction of seven Junior High Schools (JHS) under the Transition and Assistance Program (TAP), which was implemented through a Cooperative Agreement with Plan Ghana.
The estimated period of performance for this task order is December 1, 2014 until March 29, 2015, over 17 weeks, with seven weeks of fieldwork in Ghana.
Responsibilities and Tasks:
- Participate in a team planning meeting with other members of the evaluation team;
- Review documents relevant to the evaluation (to be provided by USAID);
- Attend initial and final meetings between the evaluation team and USAID;
- Contribute to evaluation methodology design;
- Conduct performance evaluation through a set of interviews, focus groups, documents review, and other evaluation tools identified by the evaluation methodology;
- Conduct data analysis and contribute to report writing;
- Contribute to the development of a presentation to be delivered at a debriefing for USAID, and;
- Assist the team with other related tasks, as requested and assigned by the Team Leader.
Qualifications:
- Minimum of a Master’s degree in an education discipline or a related field;
- At least 15 years of experience in the monitoring, evaluation and analysis of education development projects;
- Extensive experience in conducting qualitative evaluations/assessments;
- Extensive experience integrating gender analyses into evaluations;
- Extensive experience leading evaluation teams;
- Extensive experience preparing high quality evaluation documents;
- Deep understanding of USAID evaluation policy;
- Experience working in Ghana or the surrounding region.
