OBJECTIVES OF THE PROGRAMME : The field of activity involves working with WHO Representative and the Ministries of Health, environment, Information/Communications to enhance the development and implementation of vaccine preventable diseases and activities for addressing the broad determinants of health; strengthening and implementing the programs related logistics aspects; providing technical support to the WHO country team and attending meetings and preparing logistics plans and coordinating the country logistics team and supervision of logistics at provincial level. | |
Description of duties: The incumbent will provide technical expertise and cooperate with national authorities towards the goals of polio eradication, neonatal tetanus and measles elimination through effective surveillance systems. 1. Supports the planning, management and evaluation of IVE programmers through: 1.1. providing technical advice on epidemiological and operational aspects of the EPI and disease eradication/elimination initiatives, including strengthening routine EPI Programme, planning and implementation of mass vaccination campaigns, strategies for maintenance of poliomyelitis-free status, implementation of safe injection practices and development of long-term EPI plans; 1.2. planning, implementing and evaluating vaccine management and logistics and cold chain systems in the country; 1.3. organizing and conducting programmed reviews to assess progress, identify problems, elaborate a rehabilitation plan and make recommendations to improve programmed implementation; 1.4. collaborating with WHO staff and national officials in the organization and implementation of the national immunization Programme and disease eradication/elimination activities including collecting and analyzing specific monitoring indicators to identify Programme strengths and weaknesses; 1.5. organizing and providing technical assistance in the development and implementation of national training courses on EPI planning, epidemiology and management; 1.6. collaborating with national staff on the technical aspects of EPI planning, evaluation, information system maintenance and reporting; 1.7. Assist with estimation of resource requirement both human as well as financial, including preparation of funding proposals and identification of potential field staff. 2. Collaborates with other United Nations agencies, organizations and private sectors in: 2.1. coordinating all IVE planning activities and project implementation; 2.2. planning and organizing coordination meetings to obtain funds and support for EPI and disease eradication/elimination activities; 2.3. negotiating on supply and equipment provisions for IVE programmes; 2.4. technical work in relation to comprehensive IVE Programme reviews; 2.5.coordinating the activities of private contractors such as contract negotiations, work scheduling and maintenance of adequate supplies; 2.6.Coordinating operational research of project-related matters. 3. Prepare reports and documentation; 4. Perform other related duties as may be required by WHO. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in Engineering, Pharmacy, Medicine and/or other field related to logistics Desirable: Training on operational aspects of immunization management and disease control programmes is desirable. | |
Skills: Technical expertise in the area of immunization systems support (e.g. cold chain, vaccine management, injection safety, etc). Ability to review and analyze immunization systems data, monitor and present programme progress. Excellent in communication, teaching and organizational skills. Ability to work effectively with colleagues at national and international level. Ability to provide leadership, monitor progress and design studies. Computer literacy and knowledge of commonly used software (word, Excel, Access, Power Point.). Good knowledge of data analysis tools. WHO Competencies: 1. Experience: Essential: At least 7 years of experience in public health administration, including international working experience in developing countries on disease control programmes, including new vaccines introduction. Desirable: Knowledge of communicable disease control and epidemiology is desirable. | |
Languages: Excellent knowledge of Portuguese as appropriate, with good working knowledge of English or French. | |
Annual salary: (Net of tax) USD 67611 at single rate USD 72605 with primary dependants | Post Adjustment: 91.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
