The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill four positions of Programme Officer P3, which will be based in our Sub Office in Galkayo, Somalia, and in other potential Sub Offices with Somalia.
Reporting to the Head of Sub Office, the Programme Officer will be responsible for the following key duties:
- Formulate and translate policies into strategies, implementation modalities and operations;
- Ensure that programmes are consistent with WFP policies and broader policies and strategies established by the Country Director and national authorities;
- Design, plan, implement and monitor programmes and activities at the local level;
- Contribute to programme design and implementation decisions related to the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition;
- Assist government and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes;
- Guide and support strengthened government and community ownership and effectiveness of food security and nutrition programmes at global, national and sub national levels;
- Support access negotiation processes at the local level;
- Conduct timely monitoring and evaluation activities, provide timely, constructive analysis and feedback on Sub Office’s performance and identify programme support requirements by sector/technical area/theme;
- Forge and nurture partnerships to improve assistance packages; develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, beneficiaries and other partners engaged in the field of food security;
- Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues;
- Prepare and disseminate timely analytical and operational reports and a variety of information products, and proposals for internal or external use;
- Advise and support the development of functional training in areas of expertise;
- Undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure that progress is made in the achievement of project objectives;
- Supervise other programme staff, including providing technical guidance in their work;
- Act as Officer in Charge for the Sub Office in the absence of the Head of Sub Office;
- Perform other related duties as required.
Qualifications & Experience Required
Education:
- University degree, preferably at the advanced level, in Economics, International Affairs, Nutrition/Heath, Agriculture, Environmental Sciences, Social Sciences or a field relevant to international development assistance.
Experience:
- At least five years of postgraduate progressively responsible professional experience in development projects, and/or operational aspects of national, bilateral or multilateral food assistance;
- Proven experience in programme design and implementation in humanitarian and transition contexts;
- Experience working in conflict environment.
Technical Skills & Knowledge:
- Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities;
- Familiarity with planning and implementing humanitarian assistance, resilience programming and capacity building interventions at national and sub national levels;
- Good understanding of programme principles in emergencies and protracted conflict situations and capacity to translate them into context specific approaches;
- In-depth knowledge of relevant field of specialization (food security, nutrition, humanitarian, development, social protection) is an asset.
Competencies:
- Good conceptual and analytical capacity;
- Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision;
- Ability to explain projects to field counterparts and communicate with Government and partners clearly and effectively, both orally and in writing;
- Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
- Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description
- Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
- Willingness to travel for extended periods of time.
Language:
- Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
