Reports To: Assistant Country Director Programme (covering Lofa and Monrovia) (ACDP)
Responsible For: (Staff): Ebola Logistics Coordinator (Emergency). Other staff - to be determined. Currently envisaged as supportive role to existing structures, but may change depending on how the emergency response evolves.
Liaises With: Country Director and Country Management Team (CMT) members and all other relevant programme, finance, HR and systems staff within Concern Liberia as necessary; Partner organisations (especially Liberia WASH Consortium members), national and international NGOs; government bodies; donor agencies and other stakeholders as required.
Job Purpose:The key focus of the Ebola Crisis Emergency Coordinator is to help ensure an effective and responsive Ebola response intervention in Liberia. The post holder willeffectively manage and develop Concern’s humanitarian response to the Ebola outbreak and other consequent needs in collaboration with the programme managers and the team.
Main Duties & Responsibilities:
General Responsibilities:
· Continuously monitor the humanitarian situation in the various intervention areas in Liberia and provide timely information/updates/alerts for the Country Director, Country Management Team (CMT) and other relevant Programme staff.
· Ensure humanitarian interventions in relation to the Ebola crisis and associated needs are managed and coordinated in accordance with Concern standards and donor guidelines.
· Ensure the above are carried out in a fully accountable and participatory manner with beneficiaries and other stakeholders to the fullest extent feasible.
· With country senior management, lead on managing risk in relation to the Ebola crisis – staff, programmes, etc.
Contingency Planning and Security Management:
· Monitor evolving context and, in collaboration with senior managers and other relevant staff, develop/adapt contingency plans based on different possible scenarios.
· Ensure all staff engaging in the Ebola and associated humanitarian response are aware of and fully adhere to Concern Worldwide in Liberia’s security management plan (SMP) and operating procedures and Ebola Contingency Plan.
· Advise senior management on changes needed to the Ebola Contingency Plan (and SMP as necessary) in light of ongoing developments caused by the Ebola outbreak crisis. Assist in making relevant changes to the SMP and sensitizing all staff to these changes to procedures.
Staff Management and Capacity Building:
· Provide effective leadership, management and support to staff engaged in the Ebola response and other associated humanitarian work.
· Support programmemanagers to ensure that Concern’s Ebola response interventions are properly planned, scheduled, coordinated and supervised. Support the Programme Managers to lead teams and create a positive working environment.
· Organise and/or provide necessary training to staff.
· Recruit staff to work on the emergency response as necessary.
Programme Design, Development and Implementation:
· Lead the effective implementation of current Liberia Ebola response interventions as per Concern Worldwide policies, standards and procedures, with especial regard to the Project Cycle Management System (PCMS).
· Ensure humanitarian response projects are implemented and reported on within agreed timeframes and in line with donor guidelines and procedures.
· Working with the relevant Programme Managers, Ebola Crisis response team(s), and M&E technical staff, implement the Planning, Monitoring & Evaluation (PM&E) system to measure the results and impact of the interventions of Concern and/or its partners. Where necessary, develop or improve PM&E systems where there are gaps.
· Lead the planning and coordination of any humanitarian needs assessments as may be required in relation to the Ebola outbreak and associated needs arising and ensure these are conducted in accordance with relevant global humanitarian standards and codes of best practice.
· Lead on the development of further interventions and associated project proposals as necessary and assist in identifying suitable funding opportunities.
· Ensure that cross cutting issues of equality, participant protection, accountability, risk & vulnerability reduction, etc. are fully incorporated into project/programme planning and implementation.
· In conjunction with relevant managers and senior staff identify needs for additional technical support from Headquarters and/or other sources.
· In conjunction with Senior Management Team, ensure humanitarian interventions are appropriately linked to recovery and long term development needs of the affected communities.
Finance & Systems engagement:
· Work with the ACDS and relevant departments to ensure that needs for support services in terms of logistics, administration, HR, etc. are properly identified in advance and addressed in a timely manner.
· In consultation with the ACDS, manage overall Emergency logistics needs;
· Liaising with the finance department, overall budgetary control (managing budget expenditure, financial reporting and keeping activities on track) in relation to the Ebola Crisis response and other associated humanitarian interventions.
Networking, Coordination & Representation:
· Representation of Concern Worldwide at Ebola Response taskforce meetings (or ensure effective representation at these meetings).
· Effectively engage with key donors and other stakeholders bilaterally and/or at key coordination meetings to promote the aims of Concern Worldwide in Liberia’s Ebola crisis humanitarian work and help ensure funding of this.
· Represent Concern Worldwide in Liberia publicly with local and international media as required by the CD and/or Headquarters in relation to the Ebola crisis.
· Ensure learning and key developments in Concern Worldwide in Liberia’s humanitarian operations are effectively shared internally and externally as relevant.

· Any other ad hoc duties as may reasonably be assigned by the CD or ACDP and consistent with the nature of Concern operations.

PERSON SPECIFICATION
Education & Qualifications Required:
Essential:
Third level education, degree/ Masters in relevant discipline - Social Sciences/Development Studies etc.
Desirable:
Qualification in health related discipline.
Experience Required:
Essential:
· A minimum of 3 years field experience in managing humanitarian projects/programmes in a developing country context.
· Strong international project coordination and management experience, including: Personnel management, Experience of representation/ liaison with government officials, donor agencies, other NGOs, etc.
· Excellent communication skills, with excellent written and spoken English.
· Proven experience in budget management
· Strong leadership skills and a supportive management style
· Excellent analytical skills.
Desirable:
· Experience of managing or working within health programmes.
· Prior experience and/or knowledge of Sierra Leone or Liberia.

Essential:
· Flexibility, reliability, cultural sensitivity, resilience and resourcefulness and ability to operate effectively in a rapidly changing and challenging emergency context.
