OBJECTIVES OF THE PROGRAMME :
The objective of the Human Resources Services in EMRO is to ensure that competent and motivated workforce is available to deliver programme activities in accordance with the WHO global mission. This is achieved through provision of sound advice to the management, Human Resources (HR) planning, job design and classification, recruitment and selection, administration of contracts, staff on boarding, development and learning, performance management, career and mobility management, and management of staff relations.
Description of duties:
Purpose of the Post:
To provide high quality, consistent and responsive HR services in the Classification and Recruitment sub-unit to the assigned Budget Centers.

Organizational Context:
The Classification and Recruitment Teams are situated within the Recruitment and Classification Unit within the Human Resources Section in the Administration and Finance Department. The Unit coordinates and manages all activities related to post management, classification, candidate assessment and selection. Each Classification and Recruitment Team is responsible for a group of Technical Units and Country Offices and has to deal with the entire range of the aforementioned services.
Under the supervision of the Team Leader (Classification and Recruitment), the incumbent is the focal point for the client group and reacts with high degree of operational independence to any hiring request or query with respect to classification and recruitment. The incumbent consults with the Team Leader in complex and irregular cases. Significant judgment is required as well as knowledge and ability to interpret wide array of guidelines, precedent cases, provisions of HR Manual and Staff Regulations and Rules. Difficult assignments are evaluated by supervisor(s) upon completion for technical accuracy and compliance with related procedures.
Staff may be rotated and assigned to perform other duties including ad-hoc assignments for reinforcing the teams or replacing staff as required.

Summary of Assigned Duties:
Under the direct supervision of the Team Leader (Classification and Recruitment) and general guidance of the Head of Unit, the incumbent is responsible to carry out some or all of the duties outlined below:

1. Post management activities:
- Thorough control of all information submitted by the Budget Centres (BCs) in case of a structural change, such as post descriptions, organograms, HR plans, ensuring their validity and accuracy. Alert Team Leader on any discrepancies, concerns or other issues. Follow up with the BCs on quality and completion of the submission.
- Upon approval, process in GSM establishment of new positions, as well as (re)classification, transfer and deletion of existing positions, including assurance of availability of funds in GSM, and liaison with units involved.

2. Classification activities:
- Review submitted PDs for completeness of information and adherence to drafting standards, and accuracy of supporting documents such as organograms and funding form. Review recruitment profile to ensure it reflects requirements of the position in compliance with WHO standards. Follow up with the BC on necessary changes. Escalate complex cases of job description design to Team Leader.
- In case of request for change in grade or establishment of a new post, ensure that proper justification is submitted; perform initial analysis of the reason for change, organizational structure, overlaps or duplication in the duties and precedent cases, effects of proposed change on other positions, for submission to supervisor.
- Review and evaluate classification levels for GS and SSA positions, recommending grade levels by applying the ICSC Master Standard Job Evaluation System to ensure the principle of equal pay for equal work.

3. Recruitment and selection activities (P, NPO and GS positions including assigned rosters):
- Issue approved Vacancy Notices in the eRecruitment System. Develop screening questions and consult with BCs if needed. For GS posts, review requests for VN issuance for validity and completeness, advise to BCs on possible use of generic PDs and rosters, issue and disseminate VNs ensuring broad outreach. Advise CO on the text of advertisements for publishing in local media.
- Perform preliminary screening of applicants (for the RO) or review the screening performed for GS posts in the COs. Advise on irregularities and propose corrective actions.
- Establish interview panels in line with applicable rules, procedures and types of positions. Inform interview panels on procedures and follow up on submission to HRS and documenting of all necessary decisions taken by the Panel. Act as HR Representative in ad hoc selection committee meetings for GS positions up to G6, including analysis and presentation of cases to the members, advice on interpretation and application of WHO staff rules and regulations and selection policies.
- Arrange candidates' assessments such as written tests, presentations, psychometric tests, etc. ensuring efficient planning, objective assessment and appropriate follow-up to comply with the prescribed timelines. Perform plagiarism analysis for the written tests. Identify and bring to the attention of supervisor irregularities in the process.
- Plan and organise interviews in person or via different types of media, including necessary correspondence with panel, candidates or any other party involved. Coordinate these activities when delegated to HR Assistant.
- Ensure submission of educational credentials, performance appraisals and reference checks for the recommended candidates as and when needed.
- Compile the file for submission to the approving authority ensuring completeness of information and compliance to the Guidelines. Upon approval of selection, inform candidate and Administrative team respectively, issue notification for unsuccessful candidates through eRecruitment System or by e-mail.

4. Other duties:
- Guide and brief counterparts in COs and in Technical Department in the RO on procedures related to the areas of responsibility.
- Track and monitor classification and recruitment cases. Respond to queries from hiring units on the status of the processes. Monitor compliance with the selection process timelines for international professional positions, alert Team Leader of any delay, propose solutions and take appropriate action. Update tracking system on a regular basis.
- Generate reports from tracking system. Follow up on all pending recruitment actions and take appropriate action, escalate to the supervisor if needed.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary education supplemented by training in Administrative/Human Resources work.

Desirable: University degree in business administration, social sciences or related field is an asset.

Functional Skills and Knowledge:
- Proven experience in managing recruitment processes and handling candidate selection tools.
- Familiarity with United Nations policies, rules and procedures is an advantage.
- Excellent time management and organization skills; high sense of prioritization
- Respect for cultural diversity.

Other Skills:
- Ability to operate PC and good knowledge of Microsoft applications.
- Knowledge of GSM/Oracle applications is an asset.
Experience:
Essential: Minimum five years of related experience in administrative work, with specialized practical experience in the area of HR. Experience in the use of automated e-recruitment system and integrated human resources information management systems.

Desirable: Related experience in a UN organization in HR management. Experience in applying the United Nations Job Classification Standards.
Languages:
Excellent knowledge of English and Arabic. Working knowledge of French would be an asset.
