HEALTH ADVISOR SOUTH SUDAN

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.
CCM has conducted several interventions in South Sudan since 1983, working mainly in Warrap and Lakes States. CCM supports local health institutions to manage Hospitals, Primary Health Care Centers (PHCCs) and Primary Health Care Units (PHCUs) in 5 counties of the above mentioned States, in order to improve primary health care services and contribute to meet the MoH priority targets, according to the national health strategies. Additionally, the current political situation of South Sudan has recently determined a high number of IDPs and refugees. CCM is committed to (i) ensure the emergency response to the current humanitarian crisis is coordinated; and (ii) preserve the already fragile health system for a possible deterioration and collapse due to the high influx of IDPs and the emergency response needed.
Contract duration: one year (possible extension) Start date of contract: December 2014 Duties and Responsibilities
The Health Advisor supports CCM activities providing technical inputs on health promotion and health system strengthening issues. Specifically, the Health Advisor: a) analyses the health needs of the Country(ies) of his /her competences, b) identifies possible actions considering the local health policies, CCM strategy, Donors priorities, c) prepares projects proposals and d) supports the Country Representative and Project Coordinators in the monitoring of the activities implemented in the Country.
(S)he reports to the Country Representative and functionally to the International Programs Coordinator and health/technical experts at Head Quarters level.
Responsibilities:
• (S)he analyzes the health needs of the country through the examination of relevant documents, participation to Health coordination meetings and field visits (including needs assessments, surveys,); • (S)he identifies and defines the possible areas of action for CCM, according to the strategies of the Organization; • (S)he prepares and/or revise the project proposals to be submitted to Donors, ensuring the respect of the guidelines and the health system country polices. • (S)he supports the Country Representative, M&E officer and Project Coordinators in the planning, execution, monitoring and evaluation of CCM projects • (S)he supports the Country Representative and Project Coordinators in the selection and evaluation of relevant human resources
Job profile The ideal candidate should have proven knowledge in public health and in the management of development projects, excellent analysis and project writing skills, good negotiations and team working capacities both with local and international partners. The position requires regular field visits to the projects sites, high adaptability to the rural contexts and the capacity to provide rapid feedback and work under deadline pressure.
• University degree in Medicine, Public Health, Social Sciences or other related fields and Post graduate degree in Public Health or related subjects; • At least 5 years of relevant work experience in health interventions in developing countries; • Excellent capacities in the identification and formulation of projects and good capacity with budgets formulation; • Excellent communication, negotiation and interpersonal skills; • Proven ability to work in a multidisciplinary team and availability to travel very often in remote areas with adverse conditions ; • Strong monitoring and evaluation skills • Knowledge of data collection methodologies; • Proved capacity in projects and human resources management; • Very good negotiation, communication and interpersonal skills • Demonstrated capacity to organize the work and to be focused on the achievement of expected results; • Willingness to work under pressure and long hours, if required; • Proficiency in Microsoft Office; • Fluency of both written and spoken English; • Fluency in Italian would be an asset • Past experience in working with NGOs and in the emergency sector will be a strong advantage
