Coordinateur d’urgence - Ebola - Guinea

We are looking for a highly qualified Emergency Coordinator to develop and coordinate the Ebola Prevention and Response Program of DRC in Liberia, Guinea and Côte d’Ivoire. High preference will be accorded to candidates speaking French as well as English.
Who are we?
Present in southeast Liberia since 1998, DRC initiated a cross-border approach in 2006, based on displacement patterns stemming from the conflicts in the West Africa region. Since then, DRC designed its programming and operational presence around the displacement axis centered on conflicts in Cote d’Ivoire and Liberia. DRC was one of the first witnesses of the outbreak, sharing information within the region. Since December 2013, the Ebola Virus Disease impacted the Guinée Forestières. In February 2014, the Liberia was facing its first outbreak. Since then, the virus has continued to gain ground in Guinea, and quickly spread to Sierra Leone and Liberia.
About the job
The Emergency Coordinator will develop the programs as well as supporting the implementation, manage the project and budget, and report to the Regional Director as well as to Country Director of the area of intervention. He/she will participate in setting up DRC’s strategy for the implementation of the program, be responsible for the monitoring of activities, and for the teams in DRC’s area of implementation. The Emergency Coordinator will participate and represent DRC in coordination meetings in different area, as requested. The first task of the Emergency Coordinator will to be developed the program in regards to the intervention though in Guinea. Implemented in partnership with other organizations, the Ebola Prevention and Response program are NON -MEDICAL and will focuses on social and economic reintegration of survival and relatives of Ebola affected persons, social cohesion and protection.
Duties and Responsibilities
The emergency Coordinator Ebola based in Guinea is directly in coordination with the Regional Director based in Abidjan (IC)
Project Implementation and Development
  • Ensure active and dynamic coordination in Nzerekore according to Ebola response coordination.
  • Develop the DRC Ebola Prevention and Response Program in relation to existing strategy, the identified gaps and the Liberian and Guinean Ebola Response Plan.
  • Develop concept notes and/or proposals in close cooperation with the Regional Director.
  • Assist strategy formalization, monitoring and reporting of the Ebola Prevention and Response Program in the context of Guinean - Liberian - Côte D’Ivoire border communities
  • Coordinating, communicating and managing regular activities with implementing partners.
  • Establish and maintain a regular system of project evaluation and progress monitoring in coordination with the DRC regional M&E office, using both qualitative and quantitative indicators, feeding into program adjustments and regular reporting as well as advocacy and new program development.
  • Identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact
  • Develop longer-term strategy for protection interventions related to the Ebola situation in Guinea
  • Develop donor relationship according to Ebola response funding and possible coordination.
Representation
  • Work collaboratively with a range of local governmental and private partners and stakeholders to ensure DRC’s best contributions to the collective effort on fighting Ebola in line with national priorities as well as WHO and MSF strategies.
Staff Management and Development
  • Coordinate/manage project teams’ performance in both countries, including: Provide guidance, management and capacity building of DRC national staff involved in the program.
  • Ensure that the DRC code of conduct and rights based approach are implemented throughout the program.
  • Support the team in the development of functioning and locally appropriate community base systems in rural communities.
About you
To be successful in this role you must have:
  • Required qualifications Advanced university degree in law, human rights, social sciences or related field;
  • 5 years professional work experience in an emergency context;
  • Experience working in an epidemic context such as Cholera or Ebola context;
  • Experienced with combining protection work with delivery of humanitarian aid;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
  • Ability to work under pressure, culturally sensitive, and ability to work with minimal supervision;
  • Fluent in French & English;
We offer
an interesting job that will offer the successful applicant a 4 months contract with a well-established and big international NGO. We will offer a renewable contract dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Guinea as well as in Liberia and Côte D’Ivoire.
