Background
Diakonie Katastrophenhilfe (DKH) has been running relief and rehabilitation (and also disaster risk reduction-DRR) programs in Western Africa for many years.
With the current escalation of Ebola outbreak since mid of 2014 in Western Africa, Liberia and other countries are in a very tremendously difficult situation.
Project Coordinator
Location:Monrovia, Liberia
Assignment Period:Initially 6 months (involves several trips of 3 to 5 weeks in Liberia for a contract period of 6 months, the duration of these trips is negotiable).

Objective of Position:
The objective of this consultancy is to safeguard the administrative quality of the emergency response and the relevant aid projects implemented by DKH local partner organizations in Liberia. This implies:
· To accompany and support our partner organizations in Liberia in the planning, implementation and administration/ reporting of the projects.
· To deal with the acute emergency situation of escalated outbreak of Ebola and to work on DKH response (via partner organizations) to that crisis.
Terms of Reference (ToR):
In particular, the main task of the consultant will be to provide assistance to the partner organizations in implementing and administrating the projects, according to DKH- and to back-donor-standards, namely German Foreign Office (AA). The consultant will:
· hold general meetings with partner organizations in Liberia introducing the intention of the assignment.
· provide partners with advice and general orientation on DKH- and donor (AA)-guidelines and -procedures (foremost procurement process, financial management and reporting).
· undertake field trips to the project areas to check the state of affairs in the projects, to facilitate further preparations and progress of activities, to support implementing structures with advice and to jointly work on project documentations.
· discuss and clarify with partners reporting formats, log frame, contract documents, audit requirements (supply contracts, staff contracts, order of receipts, formal requirements for receipts, shipping of receipts), visibility, final financial reporting requirements, (cash-flow, fund requests, penalty charges etc).
· together with partners develop new, or (support partner to) enforce existing work plans for implementation, create understanding for roles and responsibilities of project staff.
· strengthen or introduce monitoring system for the partners (monitoring of project indicators as required per proposal and according to log frame).
· support partners in drafting of due reports (interim reports, final reports).
· liaise, network and coordinate with relevant stakeholders in the field (e.g. INGOs, clusters, local NGOs and communities).
· check on potential new back-donors and possible new partner organizations.
In addition, the consultant might carry out other duties as requested by DKH after mutual agreement.
The position is supervised by and will have to report to DKH Headquarter in Berlin, Germany. His duties involve several field trips to the project areas. Appropriate working space will be provided. Appropriate housing and DKH car with driver will be at the disposition of the consultant.
Security and Health Care issues, especially security monitoring and evacuation topics will be safeguarded and taken care of by the Security Coordinator of DKH HQ.
Qualifications:
The requested minimum qualifications are as follows:
· Post-graduate university degree and trainings in a relevant field.
· Minimum 5-10 years of experience in program or project management.
· Excellent knowledge of the English language and relevant computer skills.
· Demonstrated experience in relief, early recovery projects or international development work.
· Demonstrated capacity to live in harsh conditions and insecure environment.
· Deep knowledge and experience with donor funded projects, if possible with German donors.
For this post, the following further qualifications are an asset:
· Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO
· Preferential experience in working with local partner organisations.
· Good knowledge and experiences in monitoring and evaluation procedures (M & E).
· Strong commitment to teamwork with effective communication, motivating leadership and interpersonal skills.
Security Situation and Remuneration:
The security situation in Liberia remains fluid and sometimes unpredictable. Candidates may expect periods of insecurity, periodic suspension or restrictions in program operation and field travel and high levels of volatility in the operating environment.
The remuneration follows internationally accepted standards.
