Provincial technical health experts

Chemonics seeks provincial technical experts for an anticipated five-year, USAID-funded HIV/AIDS project in Zambia. The District-Based Delivery of Comprehensive Clinical HIV/AIDS Services Project (D-SERVE) is the follow-on to ZPCT I and II projects that will support the government of Zambia in delivering integrated and comprehensive HIV/AIDS prevention, care, and treatment services through the national health system. Key activities/intervention areas will include HIV counseling and testing, prevention of mother-to-child transmission, male circumcision, treatment services, care and support, laboratory support services, social and behavior change communications, health policy and advocacy, and strategic information. Willingness to be based in a provincial capital of Zambia is essential. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
We are seeking key technical specialists for the following technical specialties:
  • Clinical care
  • ART access and delivery
  • PMTCT
  • VMMC
  • Laboratory support services
  • Facility system management
  • Procurement
  • Staff training
  • Capacity building
  • Health policy and advocacy
  • Health financing
  • Monitoring, evaluation, and data management systems
  • Finance, administrative, and program management
  • IT
  • Gender and vulnerable populations
  • Behavioral change communications
Please note that Chemonics is also currently recruiting for provincial technical health experts in malaria (PAMO) and health systems strengthening (SHOTS, the follow-on to ZISSP I and II) in Zambia. Qualifications:
  • Relevant degree in public health, social sciences, business administration, project management, law, finance, economics, or a related field
  • Minimum five years of progressively increasing responsibility working in HIV/AIDS in either direct service delivery, clinical experience, systems strengthening, and/or policy reform; or administrative, financial management; or monitoring and evaluation and research in the public health field; or policy and budget tax reform, tax policy, health care financing, and poverty reduction strategies.
  • Demonstrated leadership skills in working collaboratively with other donors, host-country institutions, and international organizations; and coordinating programs of similar size and scope;​
  • Clinical experience of HIV/AIDS, and comprehensive knowledge of either HIV prevention, care, and treatment; or TB/HIV co-infection, PIHTC, and PMTCT; or administrative and financial management of large-scale, complex, international development assistance programs; or experience in rigorous qualitative research and analytical methods; or experience working with ministries and leading policy framework and reforms
  • Demonstrated management skills, including relevant experience in direct supervision of professional staff
  • Ability to travel extensively to project locations within Zambia and to other places, as required
  • Experience with USAID programs an asset
  • Demonstrated leadership, versatility, and integrity
  • Excellent command of spoken and written English
