Over the past 34 years, we have assisted 100 countries to strengthen their health workforces and the systems that support them—at all levels and across the continuum of care.
SUMMARY OF ROLE
The clinical mentorship and quality of care (QOC) coordinator will provide leadership and technical assistance for HIV clinical mentorship and quality management of HIV services in the five districts of Onandjokwe, Oshikuku, Engela, Andara and Nyangana. S/He will also oversee demonstration sites for HIV service integration and support the capacity building of five district clinical mentors.
ESSENTIAL FUNCTIONS
Clinical Mentorship and Training:
  • Provide clinical and managerial leadership to the district clinical mentorship program
  • Develop technical capacity and transfer of technical expertise in HIV/AIDS clinical services to district clinical mentors
  • Build and maintain collaborative relationships with the Ministry of Health and Social Services regional and district management teams
  • Maintain an up-to-date knowledge of Ministry of Health and Social Services-approved HIV/AIDS policies and guidelines and ensure project follows best practices
  • Provide pre-service and in-service training to health workers on the national guidelines and policies
  • Build and maintain collaborative relationships with the national/ regional health training centers and other training partners
  • Collaborate with the district management team and district clinical mentors to strengthen on-site training services
  • Provide TA to conduct operational research aimed at improving service quality and patient outcomes
  • Monitor and evaluate the clinical mentorship and training program
  • Contribute to research studies and related articles in partnership with the University of Namibia
Quality of Care
  • Provide TA for development and implementation of HIV service quality management and performance improvement plans at all sites
  • Coach health workers and managers in optimizing performance and quality (OPQ) approaches
  • Provide TA for health care facilities in the management and procurement of supplies and equipment
  • Identify barriers to program implementation and work with staff and stakeholders to address barriers and ensure program objectives are met using performance improvement approaches
  • Provide TA for the establishment and maintenance of communities of practice which are aimed at:
  • Providing facility based health workers with up-to-date information on HIV prevention, care and treatment,
  • Exchanging successful quality improvement interventions implemented within Namibia
  • Promoting dialogue and strengthening linkages between facility- and community-based HIV service providers
  • Conduct regular supervisory support visits to all sites
  • Prepare and submit routine quarterly and annual reports on all activities under the clinical mentorship and quality of care activities
  • Participate and contribute to national/regional health care quality improvement forums
Integration of HIV services: Pediatrics, MNCH/SRH, Tuberculosis
  • Collaborate with regional and district management teams to assess service integration and to develop an integration of services implementation plan
  • Oversee the coordination of, and provision of technical assistance and capacity building in integrated clinical HIV/AIDS services at various levels of care (hospital, health center, clinic, community)
  • Ensure consistent high-quality service provision appropriate to the specific health facility level of services as well as referrals and linkages between each level
Requirements
MINIMUM REQUIREMENTS: Education, Training and Experience:
  • Medical Doctor with at least five years' experience in HIV clinical care of adults and children
  • Experience in public health programming, clinical mentorship & training and quality improvement are preferred.
  • Experience providing HIV clinical training to health care providers
  • Experience implementing quality improvement interventions with heath care providers
  • Experience in program planning, coordination and implementation
  • Experience in designing and executing operational research
  • Team player who can motivate health care workers to execute continual improvement
  • Ability to work and communicate with a diverse group of people and cultures.
  • Willingness to travel approximately 50% of the time.
