Over the past 34 years, we have assisted 100 countries to strengthen their health workforces and the systems that support them—at all levels and across the continuum of care.
SUMMARY OF ROLE: The Health Administration Director will provide technical guidance and implementation support to health care workers and administrators on health facility administration in support of HIV prevention, care, and treatment services and operations. The Director will work closely with FBO healthcare facilities and New Start Center/CNN with primary attention on managing the business of health care by focusing on how to plan, coordinate, and oversee the effective and efficient delivery of healthcare services. He/she will advise hospital and other facility administration to ensure the efficient, effective, and high-quality delivery of services involving process management, problem-solving and strategic planning. This position will focus on key operational areas such as: Finance and Administration, Human Resources, Information Technology, and Facilities Management.
ESSENTIAL FUNCTIONS:
  • Conduct a variety of organizational assessments (quantitative and qualitative) based on facility-based practices (e.g., recruiting and induction of staff, financial management, business workflows, procurement and asset management, use of technology, organizational structure, employee and client satisfaction)
  • Support the integration of delivery systems to optimize the use of technology, staff and available resources. Work with management personnel to maximize the assignment of staff for specific responsibilities, deploy technology for patient assessment, evaluation or care, reassign resources, as needed, and restructure work processes for improved efficiency and effectiveness
  • Recommend solutions based on assessment results by providing guidance around best practices for improving overall operations of the facility such as: staffing and scheduling, management of electronic records, housekeeping, etc.
  • Facilitate the development of capacity training activities for strengthening hospital operations on such topics as: strategic planning, change management, financial and human resource management, identification of financial opportunities to maximize revenue, including medical aid revenue generation and responding to RFPs, marketing key services, project management, procurement, and integration of new policies and procedures that optimize performance
  • Assist management personnel in development, implementation and enforcement of policies and procedures according to prescribed guidelines and ensure adherence to policies and procedures for the safety, health, and security of patients and staff, including how to identify potential breaches of policy and implement corrective measures to ensure proper adherence.
  • Provide guidance on the use of information technology to ensure effective utilization of information technology databases and software to capture pertinent patient information and human resources for health information. They manage information technology proficiently and serve as a key point of control for systems to ensure availability of necessary information technology support.
  • Support the generation of reports and use of data to make better and informed decisions to improve operational effectiveness and performance
Requirements
MINIMUM REQUIREMENTS (Education and Experience)
  • Master's Degree (e.g., MBA, Health Administration) and 10 years of experience working as a Hospital Administrator.
  • 6+ years' experience supporting the implementation of HIV care and treatment activities in Namibia
  • Strong working knowledge of Namibia's healthcare laws and regulations that directly impact the delivery of health care services and health care operations.
  • Solid working knowledge of finance, human resources, information technology, procurement with a track record implementing best practices to improve the health care operations within a medical facility
  • Namibian citizen or permanent resident
