SUMMARY OF ROLE
The Health Information System Advisor will work with USAID, IntraHealth International, and other implementing partners to develop the overall framework and approach for strengthening information systems. S/he will provide technical guidance and implementation support to health care workers and administrators on the administration of health and human resource information systems and routine M&E functions to support the implementation of HIV care and treatment activities in Namibia. The candidate will represent the project to the Namibian Ministry of Health and USAID. This position is the senior leader of IntraHealth Namibia and is overall responsible for the growth and management of the organization and execution of projects and contracts.
ESSENTIAL FUNCTIONS
  • Provide technical assistance to support the deployment and use of iHRIS, ePMS, EDT, TB, HIS and other health information data bases.
  • Champion open source health information technologies and collaborate with the MOH and other relevant partners to develop and implement mHealth and eHealth solutions in HR Management (e.g., recruitment, deployment, or performance management tools).
  • Work with stakeholders to identify an appropriate hosting agency, and obtain appropriate permissions to house the database at identified institutions.
  • Identify appropriate business systems, develop business cases for supplying and updating information in the databases, and obtain appropriate permissions, as needed, including stakeholder support.
  • Adapt eHealth architecture to meet the needs of country leaders, planners, policy makers, district, facility, and community needs in public and private sectors.
  • Build capacity and transfer knowledge on information infrastructure deployment, scale-up, and expansion to country stakeholders to develop data-driven decision-making skills and sustainability.
  • Ensure HRIS related project updates, links to material, listserv maintenance, document management.
  • Contribute to HRIS related program development and documentation, including annual work plans, quarterly and annual reports, technical papers, and other documents and reports.
  • Represent IntraHealth Namibia with MoHSS, USAID and other key stakeholders.
  • Lead business development to achieve growth and quality targets

Requirements
MINIMUM REQUIREMENTS
Education & Experience
  • A Bachelor's degree in IT or related degree or an equivalent combination of education and experience.
  • At least 10 years related experience with a strong understanding of international public health program development.
  • Substantial experience in Namibia developing and implementing information systems, including online (web-based) database systems, etc.
  • Experience with open source technologies and approaches with familiarity with basic Networking including Microsoft Exchange and Windows XP Pro and other platforms.
  • Substantial knowledge and experience in project design and management
  • Ability to work and communicate with a diverse group of people and cultures.
