OBJECTIVES OF THE PROGRAMME : The Polio and Emergencies (PEC) Cluster works to eradicate polio globally, coordinate and implement health responses to humanitarian emergencies, disasters, crises and conflicts and strengthen WHO's work in and with countries, with a special emphasis on fragile states and situations. PEC leads WHO's technical assistance to countries by improving outcomes at the country level. The cluster houses the main Organization-wide elements of the WHO country support function, that aim at tailoring WHO country collaboration to the needs and capacities of all its Member States. Within PEC, the Polio Operations and Research (POL) department leads the global effort to eradicate polio, a public-private partnership which has reduced the incidence of this disease by 99% over the past 20 years. With endemic polio beaten back to parts of just three countries, PEC/POL manages and coordinates the development of eradication strategies, provides policy guidance and coordinates operational, social and scientific research. Most importantly, PEC/POL provides key technical support to countries as they implement the immunization and surveillance activities to achieve a polio-free world. WHO is responsible for preparedness, readiness and response in both humanitarian emergencies as the lead agency of the Health Cluster within the international humanitarian system, and to public health emergencies as the custodian of the International Health Regulations (2005). PEC's Emergency Risk Management and Humanitarian Response (ERM) department coordinates and manages WHO's assets for health with the major focus on enhancing country effectiveness. | |
Description of duties: In order for WHO to address recruitment needs in the areas of polio eradication and health related emergency response, a pool of profiles with a variety of skill sets and experience levels is essential. Potential needs not only include senior specialists but also junior professionals, volunteers and interns. The purpose of this Vacancy Notice is to solicit expressions of interest from individuals who wish to be considered for short duration assignments with WHO's PEC cluster and related counterparts. In addressing emerging requirements related to administration, applications to this vacancy notice will be reviewed for skills, qualifications and experience that match specific needs. While considering essential criteria for a specific situation, top applicants will be selectively contacted. It is envisaged that future Vacancy Notices will be advertised for this same area of work and that applicants will need to re-apply in order to continue to be considered. In this way, WHO will receive updated feedback regarding applicant availability. Common Administrative Officer responsibilities include the following: -Plan, recommend and implement systems, norms and procedures, in compliance with existing policies, for the administration of human, financial and material resources, as well as for the monitoring, control and evaluation of such processes. -Ensure financial transactions are in compliance with the financial rules and regulations. Formulate general and specific budgetary estimates for projects; plan, organize and monitor the application, control and accounting of approved budgetary allocations by programmes. Provide managerial and administrative support in the implementation of all WHO collaborative programmes through initiation of relevant proposals for all planned activities as per plans of action and periodic monitoring of their implementation. -Provide a range of human resources services, including forecasting future needs, coordinating/facilitating recruitment, training and staff orientation and implementation of performance management in collaboration with the relevant HR counterparts. -Lead procurement of services required for the management of the relevant office or for support of technical programs, participating in local contract committees and ensuring best value for money in procurement practices as per the delegated authority. Ensures appropriate asset management, provide relevant reports to the management. -In case Field Security Officer position is not established in the duty station, coordinate with the United Nations Department of Safety and Security (UNDSS) and Regional or HQ Field Security Officers to ensure Minimum Operating Security Standards (MOSS) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff. -Supervise Information Technology support services provided either by Information technology technicians or by IT service firm(s) under contract with WHO. Oversee the monitoring and assessment of end user support, management of the local office infrastructure, and provision of access to global applications and follow regional and global Information Technology and Information Technology standards, procedures and guidelines. -Provide guidance and supervise the administration team ensuring that activities are carried out in a highly professional and timely manner; optimizes the performance of the subordinate staff through motivation, continuous learning, workload management and workflow improvements. Cultivate strong, proactive, long-term partnership between the administration team and counterpart Regional Office and/or HQ teams. -Perform other duties, as may be required. | |
REQUIRED QUALIFICATIONS | |
Education: University degree in public or business administration, finance or accounting, human resources management or other relevant field. | |
Skills: Proficiency in computer applications. | |
Experience: Normally two years of professional experience directly related to administration is required. International level.administration experience desirable. | |
Languages: Excellent knowledge of English or French is normally required. Knowledge of other official UN languages desirable. | |
