The Mitchell Group, Inc. (TMG) an international development firm in Washington DC seeks qualified candidates and consultants for a potential USAID funded support services contract. The M&E Specialist is responsible for the development of the sampling frames that will guarantee representativity of the data, and according to the disaggregations required under this contract. He/she is responsible for the categorization, cleaning, treatment, and analysis of all quantitative data collected during this activity. The M&E Specialist is responsible for assisting in preparing for the EGRA data collection, for training data collectors on the use of any technology deployed to collect the EGRA data, for collecting, transferring, archiving, and backing up data that returns from the field, for organizing the analysis of the field data, and for preparing the EGRA reports. She/he has direct line management responsibility for the data collectors, and is required to ensure that they are properly equipped and prepared to handle the data collected according to rigorous international standards. She/he assists in the preparation of other quantitative information for other reports under this contract as needed.
Education: Requires a Master’s Degree in statistical analysis, computational analysis, or other comparable quantitative domain.
Skills and Experience: At least 12 years of experience in quantitative analysis using packages such as SPSS, STATA, or SAS is required. Prior experience with training and supervising data collection teams is required. Prior experience analyzing data and preparing statistical reports is required. Prior experience organizing or participating in a data collection on early grade reading skills is required.
Language: The candidate must be proficient in English and French (FS 4+) and in the management of English software packages for statistical analyses.
